OP-16's defining feature is its three Manga Rares, all Marine Admirals, which is unprecedented for the main line (sets normally have one):
The Admirals also appear as Super Alt-Art cards: Sakazuki OP16-065, Kuzan OP16-063, and Borsalino OP16-073. As Characters, the Admirals anchor Sengoku's Purple Marine deck. As collectibles, they are the entire value story of the set.
OP-16 follows the standard One Piece TCG rarity structure, with the chase concentrated at the top:
Because the Manga Rare slot is split across three Admirals, pulling a specific one is far harder than in a normal single-Manga-Rare set, which is why OP-16 is a collector-first release.
The set's rarity top end: the three Admiral Manga Rares, the SEC leaders Ace and Blackbeard, and the Admiral Super Alt-Arts.
OP-16's cards depict the Paramount War, so the factions map onto the conflict's sides:
This single-arc cohesion is part of what makes OP-16 so collectible: nearly every card depicts a moment from the same legendary battle.
