The shell can create a wide board, but current tracked data shows only one recorded OP16 placing, so call it a tested rogue option rather than a top-tier recommendation.
Buggy is worth testing if you enjoy board development, hand management, and turning your own bounce or the opponent's removal into another Character. He is not a safe pick for a player looking for the most represented OP-16 deck. Limitless currently records Blue Buggy at 18 points, one placing, and 0.31% of its OP16 metagame view. That result is a useful ceiling marker, not a tier placement.
The strongest evidence for the deck's intended play pattern comes from Bandai's own OP-16 product page and its official Blue Buggy recommended deck. Bandai describes the strategy as a team of convicts that wins through numbers, then lists Prisoner of Impel Down, Mr.1, Mr.2, Crocodile, Miss Olive, Buggy, Mr.3, The Prisoners Are Rioting!!, and Slave Arrow as the supporting package.
This article is specifically an OP-16 guide. OP-16 became available in English on June 12, 2026, but Limitless now shows OP17 as its latest update and lists current upcoming events under OP17. Read the list below as a historical OP-16 reference and recheck legality before using it at a current event.
OP16-041
OP16-041Shop on TCGplayer Buggy is a Blue Leader with 5 Life and 5000 power. Its types are Impel Down and Buggy Pirates. The relevant text is [DON!! x1] [Once Per Turn] This effect can be activated when your {Impel Down} type Character card is removed from the field. Play up to 1 [Prisoner of Impel Down] card from your hand.
That wording creates two requirements. First, Buggy needs 1 DON!! attached before the trigger resolves. Second, you need a Prisoner of Impel Down in hand. A Character being returned to your hand can be just as useful as a Character being K.O.'d, because the card has still been removed from the field. Your own bounce effects can therefore become development rather than a loss of board presence.
OP16-041 Buggy is the Blue Leader that converts a removed Impel Down Character into a Prisoner of Impel Down from hand.
OP16-042
OP16-042Shop on TCGplayer Prisoner of Impel Down is the deck's unusual central body. It costs 6, has 6000 power, carries a 2000 Counter, and is a Blue Impel Down Character. The official card list also says you may have any number of copies in your deck.
Six cost sounds slow when you read the card in isolation. Buggy changes that evaluation by playing it from hand without paying its cost after a qualifying removal. The usual plan is to use ordinary DON!! on early Characters, then convert a bounce, K.O., or Counter effect into a free 6000-power body. The card is not a cheap opener. It is the payoff that makes the Leader trigger matter.
OP16-048 Buggy draws a card, plays a Prisoner of Impel Down, and can give one of those Characters Blocker for the turn.
OP16-048 Buggy is a Blue 5-cost Character with 6000 power and a 1000 Counter. Its On Play effect draws 1 card, then plays up to 1 Prisoner of Impel Down from hand if your Leader has the Impel Down type. Its once-per-turn defensive effect can give one of your Prisoner of Impel Down Characters Blocker when your opponent attacks.
This is one of the clearest reasons to preserve a Prisoner in hand. The card is both a development spell and a defensive conversion. If the temporary Blocker is K.O.'d, the Leader can potentially replace it with another Prisoner, provided Buggy has the DON!! attachment and the once-per-turn effect is available.
The exact role of each card matters more than the label "swarm." The deck is a loop of hand, field, and removal. If a card does not help develop a Prisoner, protect the board, draw into the next trigger, or convert a wide board into damage, it needs a strong reason to occupy a slot.
The list below is the Blue Buggy deck recorded by Limitless as 4th place at the 510-player Treasure Cup Peoria on June 21, 2026. It is a tournament reference, not an official claim that every Buggy list should copy these exact counts.

The main deck totals 50 cards: 45 Characters and 5 Events. The high Prisoner count is legal because OP16-042 explicitly permits any number of copies. It also gives the Leader and OP16-048 enough targets to function over several turns.
This list differs from Bandai's recommended deck in its exact counts, which is normal. The official list is useful for identifying the intended engine. The Limitless list is useful for seeing a tested tournament configuration. Neither should be mistaken for a guaranteed solved list, especially now that OP16 is no longer the newest format in the tracker.

The first priority is not to fill every open board slot. It is to create a repeatable exchange that leaves a Prisoner on the field and another one in hand.
The crucial resource is not only DON!!. It is the number of useful Characters in hand. A board of five bodies with no follow-up can disappear to one removal Event. A board of three bodies with Buggy's Leader effect ready and two Prisoners in hand can keep rebuilding.
1. Mulligan for an early Character and a Prisoner.
Keep a hand that can play a Character in the first two turns and has a route to OP16-042. A hand of only high-cost Characters is weak even when those cards are the eventual payoff.
2. Establish the DON!! attachment before chasing the trigger.
Buggy's effect requires [DON!! x1]. Do not count on a removal event if the Leader is not prepared to use it. OP16-052 Monkey.D.Luffy can help restore this attachment over the course of the game.
3. Use draw effects before committing the full board.
Mr.1, Mr.2, and OP16-048 Buggy replace cards or access more bodies. Keep the hand deep enough that a bounced Character and a Prisoner can both become useful on the next exchange.
4. Treat your own bounce as development.
Crocodile and Miss Olive can return a Character to hand. That is not automatically a setback under Buggy. If the returned card creates another play and the Leader trigger plays a Prisoner, the exchange can increase both hand quality and field width.
5. Defend selectively.
OP16-048 Buggy can give a Prisoner Blocker for the turn, and Slave Arrow can protect an attack while supporting the removal loop. Do not block every attack. Save the effect for a threat that would force you to lose the board or the game.
6. Convert width into a closing turn.
The Prisoners Are Rioting!! raises the base power of your Prisoners to 7000 for the turn. Count the attacks, the opponent's available Counters, and your own DON!! before casting it. If the Event creates only one extra favorable trade, hold it and continue developing.
There is not enough current Blue Buggy tournament data to assign reliable win rates or permanent matchup labels. The following are decision rules based on the verified card engine.
This is the matchup pattern Buggy must respect most. Do not place every Character from hand onto the field when the opponent can answer several bodies at once. A single returned Character can be better than a K.O.'d Character because it gives you another card to play later and may still trigger the Leader.
Do not spend The Prisoners Are Rioting!! before you can produce enough attacks to tax the opponent's hand. Use the temporary Blocker from OP16-048 to protect your most valuable body, and make the opponent decide whether to defend a Life card or a Character before you commit the finishing Event.
Your board is also your defense. A 6000-power Prisoner that stays active can deter an attack, while a temporary Blocker can buy a turn. Avoid attaching DON!! to a small attacker if that attachment is the only way to keep Buggy's Leader effect live during the opponent's turn.
Track which player has the better hand, not only which player has more Characters. Returning a body to hand can be positive for Buggy because it resets a useful effect and enables the Leader. Attack when the opponent's Prisoners are forced to choose between guarding Life and preserving their board.
Bandai officially recommends Blue Buggy as an OP-16 strategy and describes its strength in numbers. That confirms the deck's intended identity. It does not establish a tier placement.
Limitless currently lists Blue Buggy with 18 points and one tracked placing in its OP16 view. The placing is 4th at the 510-player Treasure Cup Peoria on June 21, 2026. The same tracker lists much larger shares for Blue/Yellow Nami, Green/Blue Luffy, Purple Enel, Purple/Yellow Rosinante, and Black/Yellow Blackbeard in the OP16 snapshot.
That evidence supports a precise conclusion: Buggy can post a strong result, but it was not a commonly represented OP-16 choice in the available tracker data. Call it a rogue option with a real result, not the best deck in the set or the safest beginner recommendation.
Calling OP16-042 a cheap Character.
It costs 6 and has 6000 power. It becomes efficient because Buggy and OP16-048 can play it without paying that cost. Build the deck around finding free-play opportunities rather than trying to hard-cast every Prisoner.
Forgetting the DON!! requirement.
Buggy's Leader effect is not automatic. If the Leader does not have 1 DON!! attached, a removal event does not create the free Prisoner you were expecting.
Using the Leader trigger on an empty hand.
The effect plays from hand. Keep a legal target available before you create the removal event, unless you are deliberately using the removal for another reason.
Overextending into one answer.
Wide boards are the deck's strength, but the hand is its recovery plan. Leave yourself a follow-up body and avoid treating every open board slot as an invitation to deploy another card.
Treating one top-four finish as a tier proof.
The Peoria result is valuable evidence, but one placing is not a full metagame sample. Check current event data before recommending Buggy as a primary competitive investment.
