OP-17 One-Month Meta Report: Leaders After Release

The September 21 tracker numbers could not be re-verified (the tracker overwrites itself every six hours and no archived copy was available), so all tracker figures now come from the October 12 check. OP-17 one-month meta report: quick answer

The first month did not produce one uncontested OP-17-native winner. The strongest deck on every tracker metric was Green Dracule Mihawk OP14-020OP14-020Shop on TCGplayer, an older OP-14 Leader using the new card pool, and Bandai bans it from October 12. Among OP-17's own Leaders, Blue Rocks D. Xebec OP17-039OP17-039Shop on TCGplayer has the clearest mix of volume and a recorded Flagship win. The Mihawk numbers are a pre-ban record, not a Standard recommendation.

On October 12 the tier page lists twelve Leaders in S tier. Beside Mihawk and Rocks, that group includes Red/Black Sabo, Purple/Yellow Nico Robin, Black Luffy and Purple Enel, plus smaller samples such as Green/Blue Luffy and Yellow Big Mom. Purple Kaido OP17-058OP17-058Shop on TCGplayer sits in A tier with 101 decklists, more than Purple Enel's 87.

OP-17 one-month meta report: the October 12 tracker snapshot

The tracker has two views of the same live database. The tier page groups Leaders into S, A, B and C "by win rate and tournament performance" and shows decklist counts. The companion decks page shows each Leader's tracked win rate and meta share. The two pages do not always agree on labels, so this table takes the tier and decklist count from the tier page and the percentages from the decks page.

Two oddities stand out. Black Luffy is S tier at 49.3%, below A-tier Purple Kaido's 50.2%, because the tier also weighs tournament placements. And Mihawk's 23.3% share means almost one tracked list in four was a deck that is now illegal, so every other Leader's share will move once post-ban results replace those lists.

What the launch-month narrative got right

The strongest early call was Rocks adoption. Our OP-17 final predictions article expected Rocks to draw the biggest early turnout among the new Leaders, while warning that registration interest would not automatically translate into wins. The tracker now gives Blue Rocks 178 decklists, S tier and an 8.2% share, the largest among OP-17's own Leaders. That supports the adoption part of the prediction. It does not make Rocks the best deck: Sabo and Nico Robin both post higher tracked win rates.

The Kaido prediction is mixed. Purple Kaido has 101 decklists at 50.2%; Purple Enel has 87 at 50.5%. Kaido has more representation, Enel a slightly higher rate and a higher tier. The evidence supports Kaido as a serious Purple option, not a replacement for Enel.

The collector side of the same prediction cycle is a separate question. A premium card's market result says nothing about a Leader's competitive strength, so this report keeps price speculation out of the ranking.

What rose after release

Green Mihawk rose above every native Leader, then got banned. Mihawk is an OP-14 Leader, but OP-17 gave the shell new Characters. The September 6 Flagship page shows Mihawk lists running four Shanks OP17-022OP17-022Shop on TCGplayer and four Yasopp OP17-031OP17-031Shop on TCGplayer, and Mihawk won five of the 16 Asia Flagships recorded that day. Bandai's September 24 notice bans OP14-020 Dracule Mihawk, Parallel printings included, effective October 12, 2026.

Rocks became the native reference point. The Rocks Pirates package turns the set's theme into a coherent deck. On September 2, three Asia Flagships reported results: Hoge won one with Blue Rocks, and the other two were won by Purple/Yellow Nico Robin. Hoge's list ran four OP17-040 Edward Newgate and four OP17-118 Rocks D. Xebec, both Blue Characters on Bandai's card list, alongside the Leader.

Sabo and Nico Robin were the quiet winners. Neither is an OP-17 Leader, yet both have higher tracked win rates than any native Leader: Red/Black Sabo OP13-004OP13-004Shop on TCGplayer at 55.3% and Purple/Yellow Nico Robin OP09-062OP09-062Shop on TCGplayer at 54.8%. Both also won Flagships in the launch month: Sabo four on September 6, Robin two on September 2 and three on September 6. The September 2 Robin lists run four copies each of several OP-17 Charlotte family cards, including Charlotte Linlin OP17-112OP17-112Shop on TCGplayer, so the set reshaped older Leaders as much as it added new ones. What fell or stalled

The biggest disappointment is not one card. It is the expectation that every new Leader would go straight to the top tier. OP-17's own Leaders are spread across the table: Blue Rocks and Black Luffy OP17-079OP17-079Shop on TCGplayer are in S, Purple Kaido in A, and Green Shanks OP17-020OP17-020Shop on TCGplayer in C.

Shanks is the clearest lower-volume example, with 25 decklists and a 46.5% tracked win rate. That is not proof the deck is bad. It is a warning against treating reveal-season excitement as a confirmed placement.

The older OP-16 shells changed position rather than disappearing. Purple Enel is S tier with 87 decklists, Red Ace is A with 69, and Black Yamato OP16-079OP16-079Shop on TCGplayer is B with 22. The post-release question is whether a list can use new cards while surviving the wider field.

The tournament results that changed the story

The tracker is not a substitute for event coverage, so the dated Flagship pages are worth reading on their own. Both pages collect winners from separate Flagship events, each with its own winning list, and say so directly: there is "no single standings table."

September 2, Asia Flagships: three events reported under the Standard format. Blue Rocks D. Xebec won one (Hoge) and Purple/Yellow Nico Robin won two. Small sample, but it is the clearest dated win for an OP-17-native Leader in the launch month.

September 6, Asia Flagships: 16 events reported. Green Mihawk won five, Red/Black Sabo four, Blue/Yellow Boa Hancock three, Purple/Yellow Nico Robin three, and Purple Enel one. That spread is more useful than any single winner because it shows five archetypes taking events on the same weekend, and that the now-banned Mihawk was already the most frequent winner.

The difference between those pages and the live tier page explains why a month-one report has to stay dated. The tier page refreshes every six hours; a Flagship page is a fixed record. One answers "what is in the tracker now?" and the other "what won on this date?"

How to read the first month without overclaiming

Start with the date. OP-17 had its English pre-release on August 21, 2026 and its release on August 28, and Bandai notes that the cards are legal from the pre-release date. The one-month mark was September 28. Every tracker number above was checked on October 12; anything later needs a new check.

Next, separate three kinds of evidence:

1. Decklist volume: how many lists a tracker has stored under a Leader label.
2. Tracked win rate: a source-specific percentage that may use a different denominator from the decklist count.
3. Tournament placement: a fixed event record with a date, format, and winning list.

Blue Rocks has both 178 decklists and a September 2 Flagship win, which makes its case stronger than volume alone. Green Mihawk had 318 decklists, a 65.0% tracked rate and five September 6 Flagship wins, which is why Bandai acted. None of that predicts the next event.

What to play next

For events on or after October 12, Mihawk is out. Among legal Leaders, Red/Black Sabo and Purple/Yellow Nico Robin have the best tracked win rates and multiple launch-month Flagship wins. Blue Rocks is the pick for a player who wants OP-17's most established native engine.

Purple Kaido and Purple Enel are reasonable alternatives for players who already own Purple staples. Their tracked rates are close enough that the choice should come from play style, matchups and card access.

For Shanks or any list with a small sample, test locally before buying a complete shell. A C-tier label may reflect a real matchup problem, a thin sample, or both.

When the ban was announced, r/OnePieceTCG asked which decks would improve without Mihawk; the top reply was "Rocks and it's counters." Based on the tracker and Flagship records cited above, OP-17's first month was defined by an older Leader. Mihawk's 23.3% share and five Flagship wins in one day made the ban predictable, and with it gone the format looks like a contest between Sabo, Nico Robin and Rocks. Rocks is the only one of the three that OP-17 itself introduced, which is a decent outcome for a set's headline Leader, but its win rate trails both older decks. Expect the tracker to move quickly once post-ban lists replace the Mihawk sample.
