OP-17 Meta Tier List (October 2026): After the Mihawk Ban

Updated October 21, 2026: Rebuilt from post-ban results only. The old pre-ban ranking, with Mihawk on top, now lives in the OP-17 one-month meta report. The full list of banned cards and dates is in our One Piece TCG banlist guide.

OP-17 meta tier list: the post-ban tiers

Two sets of results, kept apart. Online is every player in the three post-ban OP17.5 events on Limitless Play (October 12-15, 149 players, best-of-one on the simulator). Paper is every English-format top list from Store Championships and Standard Battles posted to One Piece Top Decks for October 13-18 (31 lists).

How we placed them: S means the most event wins on paper plus a big online field. A means three paper wins, or a winning online record on five or more pilots. B means at least one win or a strong result on a thin sample. C means a losing record and no event win yet.

S tier: Rocks and Luffy & Ace

Blue Rocks OP17-039OP17-039Shop on TCGplayer owns this format. It won more than a third of the paper events that posted a winner, from a 64-player Store Championship in the US to events in Spain and Germany, and a sixth of the online field brought it. Its online record is only even, and that's the cost of being the deck everyone brings and everyone techs against: you'll play a lot of mirrors. We'd still register it if you can pilot it, and if you can't, build your list to beat it. Our Xebec deck guide has the post-ban list. A Rocks player asking how long the deck lasts got this reply on r/OnePieceTCG: "I think Rocks will be a bit like P Enel where a good pilot will keep the deck running at a high level for a decent while."

Red/Green Luffy & Ace ST30-001ST30-001Shop on TCGplayer has the best record of the popular decks: just under 60% online across almost two dozen pilots, a win at Rumble league #13, and three paper wins. Its leader reads "All of your [Portgas.D.Ace] and [Monkey.D.Luffy] cards gain +3000 power" on your opponent's turn, which makes it hard to push damage through. It's a starter-deck leader, so it's the cheapest way into the top two. The Luffy & Ace deck guide covers the build.

A tier: four decks a step behind

• Yellow Enel OP05-098OP05-098Shop on TCGplayer: three Standard Battle wins (Australia, Germany, Brazil) and a winning online record. Its leader text, in full: "[Opponent's Turn] [Once Per Turn] When your number of Life cards becomes 0, add 1 card from the top of your deck to the top of your Life cards. Then, trash 1 card from your hand." Pick it if you like grinding long games. Lists are in the Yellow Enel deck guide.
• Green Shanks OP17-020OP17-020Shop on TCGplayer: the surprise of the week, with three US and Greek event wins and a top 8 at a 128-player Store Championship. Online it barely showed up and lost more than it won, so treat it as a paper deck for now. Its leader reads: "[Activate: Main] [Once Per Turn] You may trash 1 card from your hand or rest 1 of your DON!! cards: Up to 1 of your opponent's rested Characters will not become active in your opponent's next Refresh Phase."
• Yellow Kalgara (OP08-098): bmkid won ChinoizeCup #122 with it at 6-0, and it has the best online record of any deck with five or more pilots, about two wins in three. No paper results yet. Two lists are compared in the Kalgara deck list guide.
• Red/Black Sabo OP13-004OP13-004Shop on TCGplayer: a winning online record and third place at ChinoizeCup #122, but no paper wins posted. It's a fine pick if you already own it; we wouldn't buy into it this week. The Sabo deck guide has the Elbaph build.

B and C tier: playable, not where we'd start

• Black Luffy OP17-079OP17-079Shop on TCGplayer: the third most-played deck online with a coin-flip record and a fourth place at Rumble league #13. Its leader gives your cost-12-or-more Characters Blocker. Build notes are in the Black Luffy deck guide.
• Red/Green Luffy (OP13-001): snorlax1cynda won ChinoizeCup #121 at 6-0 with it, but only three people played it online. The Red/Green Luffy deck guide has a list.
• Purple/Yellow Rosinante and Purple Kaido OP17-058OP17-058Shop on TCGplayer: one Standard Battle win each in Spain. Online, Rosinante finished one game under even and Kaido lost more than it won.
• Purple/Yellow Pudding (OP08-058): one Store Championship win in the US and a top 5, but a losing online record. See the Pudding deck guide.
• Purple/Yellow Nico Robin OP09-062OP09-062Shop on TCGplayer: a US Standard Battle win and second place at a 64-player Store Championship, with almost no online play.
• Yellow Big Mom OP17-099OP17-099Shop on TCGplayer won one Standard Battle in Australia; online it went 4-8. Red Newgate OP17-001OP17-001Shop on TCGplayer made the top 8 of ChinoizeCup #121 with RubenTR's list.
• C tier: Blue/Yellow Boa Hancock OP14-041OP14-041Shop on TCGplayer has a losing online record and no paper result. Purple Enel OP15-058OP15-058Shop on TCGplayer made two paper top cuts but has the worst online record of any deck with five pilots. We'd skip both this week.

Why other OP-17 meta tier lists still show Mihawk

OPMetagame's tier page still puts Green Mihawk in S because the newest event in its tournament log is from October 4, a week before the ban. Its numbers describe the old format, so we don't mix them in here. For a second opinion built on post-ban sim and tournament data, Car D. Kaizoku's week 3 analysis from October 18 ranks leader performance and matchups:

What could move it

• Regional Monterrey, October 24: the first OP17-format Regional on Limitless's upcoming list, and the first big paper field since the ban. Expect this table to change after it.
• EB-05, October 30: Heroines Edition vol.2 releases in English and is tournament legal seven days later. The online ChinoizeCup already moved to the EB-05 card pool on October 19 and 20, and Rocks was still the most-played leader at both (22 of 128 players, then 13 of 120). Not everyone thinks it holds. One player in the same Reddit thread wrote: "Pretty grim for rocks come eb05. New Robin is super aggro early so could give rocks a run for his money especially with low counters early."
• OP-18, November 20: The Dominance of God is the first full set into the post-ban field.
• P-163 Mihawk: Bandai plans a reworked Mihawk Leader for future events, with no date yet.
