One Piece TCG budget decks are easiest to compare when the list, date, and price method are visible. This monthly page prices complete public decklists instead of promising that every competitive shell costs the same. The URL stays fixed so each refresh can replace stale totals with a new snapshot.
For the September 29, 2026 snapshot, the lowest-cost complete list in this sample is Black Blackbeard at $31.99. Black Yamato follows at $38.78, Red Ace at $83.26, and Blue Rocks at $90.84. Each total is for one Leader plus 50 main-deck cards from a current public OPMetagame list. Prices come from data/optcg-pool.json, not a promise that a checkout cart will match to the cent.
The useful comparison is not simply cheapest versus most expensive. Blackbeard has the smallest entry cost but asks you to build around a self-imposed On Play restriction. Yamato is inexpensive because its core is mostly regular OP-16 copies, but it has a noticeable $8 Ground Death line. Ace and Rocks stay under a $100 planning target in this snapshot, yet their expensive finishers account for much of the total. That is the information a general “budget under $100” rule cannot show.
TL;DR: The sampled lists cost $31.99 for Black Blackbeard, $38.78 for Black Yamato, $83.26 for Red Ace, and $90.84 for Blue Rocks before shipping, tax, fees, and premium treatments. They are dated public decklists, not permanent rankings. Check the legality flags and the live Bandai restriction page before buying. The source data has one row per card ID, including the card's set, type, color, traits, legality fields, and price_usd. I matched every quantity in each selected public list to its card ID, multiplied the unit snapshot by the quantity, and summed the Leader plus 50 main-deck cards. A table line therefore shows four things: quantity, exact card number, unit snapshot, and the line total.
The price field is a useful comparison point, not a live checkout quote. It does not add shipping, tax, marketplace fees, seller minimums, language differences, card condition, or the premium attached to alternate art and parallel printings. A card with a low unit value can still be expensive to source if you have to order it from several sellers. Conversely, a local store or playset listing can beat the simple multiplication used here.
The lists themselves come from public OPMetagame deck pages checked for this refresh. I am using those pages to identify concrete shells and their tournament context, not to turn four sample lists into a universal tier ranking. The current OP-17 meta tier list is the better place to compare tracker tier labels and the limits of their denominators. This article's extra value is the card-by-card purchase math.

Source list: OPMetagame Blue Rocks deck by pacio23. It was listed as a 51-card list and showed a recent ChinoizeCup result when checked. The result supports calling it a real public shell, not a prediction that every player will reproduce the finish.

The practical budget decision is whether the Rocks plan is worth the Secret Rare playset. If you already own two copies, the remaining purchase is much smaller. If you own none, the list is not really a $20 deck with a few extras. Treat the finisher line as the actual entry barrier, and test the Leader with proxies or borrowed copies before buying premium cards where your event rules allow it.

Ace is a good example of why “under $100” needs a complete list. Replacing the two high-cost Ace copies or the Sanji pair may save money, but it may also change the Leader's ability to convert a large Whitebeard Pirates body into immediate pressure. Test the exact substitution, not only the dollar difference.
The Black Blackbeard list is the lowest-price sample. Its Leader, Marshall D. Teach, turns off your own On Play effects and can discard a card to negate the opponent's On Play effects through the opponent's next turn. That restriction is the archetype's point, so the budget advantage does not come from removing a required engine. It comes from a list whose regular-print cards have modest snapshots.

The $13 Tempest Kick playset is the largest line, not an accidental rounding issue. It is still much cheaper than the Rocks or Ace finishers in this sample. The deck is a strong budget candidate when you actively want a denial plan. It is a poor choice if you dislike planning around the effects your own Leader suppresses.

The price lesson is different from Blackbeard. Yamato is cheap enough that one $8 Event does not break the plan, but the list still needs its specific Land of Wano sequence. If you replace Ground Death, Momonosuke, or the Yamato Characters, test whether the trash-to-Rush timing still works before you call the substitute a saving.
The same price discipline applies when you compare a different color shell.

I checked every card row in these four lists against the September 29 pool fields. None is marked banned, restricted, banned_pair_with, or scheduled_ban in the source snapshot. That means these particular decklists did not trigger a known flag at the time of this calculation. It does not replace the official rule page, and it does not predict a future restriction.
The distinction matters because the pool also contains cards with future or pair-specific warnings. OP14-020 Dracule Mihawk is a Banned Card effective October 12, 2026, while it remains legal through October 11. The official restriction page is the authority for the effective rule, and an event organizer can publish a more specific cutoff. A deck that is cheap because its demand has collapsed is not necessarily a bargain.
The pool also records banned pairs separately from fully banned cards. If one card in a future list is flagged with a partner, do not check the two rows independently and assume the list is legal. Check whether both card IDs appear together in the exact deck. The same principle applies to a Leader that is legal in one format but outside the event's Standard pool.
GODEEPER: After you own the playable version, the next decision is whether an upgrade is worth its market risk. Use the One Piece TCG Trade Guide → to separate cards you need to play from premium copies you only want to collect.
Start with the exact source list and mark every card as essential, flexible, or premium. The four tables make that first pass visible. Rocks has a clear Secret Rare bottleneck. Ace has a small group of expensive finishers. Yamato has a few high-impact lines. Blackbeard's cost is spread more evenly except for Tempest Kick.
Buy the engine before the treatment. A standard copy of a key card that lets you test the deck is more useful than an alternate art that leaves the list incomplete. If a card is unavailable, write down the missing effect, cost, trait, and Counter value before choosing a substitute. A card with the same Counter number may still break the deck's search targets or curve.
Then play the deck before upgrading. Track the first card that causes repeat losses, not the card that looks most expensive. If Rocks cannot close because the Secret Rare line is missing, save for that line. If Blackbeard loses because the pilot spends its hand too quickly, practice sequencing before buying a premium copy. If Yamato misses its trash setup, test the Land of Wano ratios before changing the Leader.
Finally, reprice the complete list immediately before a tournament. New results can change demand, and reprints can change a card's value without changing the card's role. Keep the date beside your spreadsheet so you know whether a “$90 deck” is this month's evidence or an old screenshot.

Which budget deck is cheapest to build? The sampled Black Blackbeard list is the cheapest at $31.99 before shipping and fees, followed by Black Yamato at $38.78. A low total does not make a deck universally stronger. Choose Blackbeard for an On Play disruption plan or Yamato for a Land of Wano trash-and-Rush plan.
Do any of these budget lists contain banned cards? The four sampled public lists contain no card marked banned, restricted, banned_pair_with, or scheduled_ban in the September 29 pool snapshot. That status is a data check, not a permanent legal guarantee. Confirm the official Bandai restriction page and the event notice before registering.
Is OP14-020 Mihawk a safe budget deck purchase? Not for a long-term Standard purchase without checking the date. Bandai makes OP14-020 Dracule Mihawk a Banned Card effective October 12, 2026, while it remains legal through October 11. Mihawk is not one of the four priced lists here, and the restriction notice should decide whether your event still permits it.
