OP-17 Mihawk Deck Guide: Green Dracule Mihawk 2026
The deck that won Dallas is banned. Here's what it did, what the P-163 promo keeps, and where to go next.
Our callDon't build it: OP14-020 has been banned since October 12, and the P-163 promo that replaces it gives the Leader +3000 instead of 3 DON!! to spend.

OP14-020Shop on TCGplayer Dracule Mihawk Leader, and its replacement promo doesn't do the same job. This page keeps the list that ran the OP-17 format, explains why it was so hard to stop, and tells you what the P-163 Leader is good for.

Updated October 16, 2026: rewritten after the ban took effect. The decklist is now Nicky Goldman's Dallas-winning list, the meta numbers are our own count of Limitless decklists, and the P-163 replacement is covered from Bandai's sample card.
Is the OP-17 Mihawk deck banned?
Yes, the Leader is. Bandai announced it on September 24 and it took effect on October 12, 2026.
| Card | Status | Source |
|---|---|---|
| OP14-020 Dracule Mihawk (Leader), alt arts included | Banned: can't be in any deck | Bandai banned/restricted list |
| P-163 Dracule Mihawk (promo Leader) | Announced replacement, "at future events", no date yet | Bandai notice of September 24 |
| OP14-119 Dracule Mihawk (Character) | Not on the list, still legal | Bandai banned/restricted list |
Bandai gave two reasons. Newer boosters made some combinations with the card stronger than it planned, and Mihawk was squeezing out every other Slash Leader. The One Piece TCG banlist explainer has the full list and the older bans.

| OP14-020 (banned) | P-163 (replacement) | |
|---|---|---|
| Power, Life, attribute | 5000, 5 Life, Slash | 5000, 5 Life, Slash |
| Passive | +1000 when the opposing Leader has Slash | none |
| [Activate: Main] [Once Per Turn] | Rest 1 of your cards: with a cost-5+ Character on the field, set up to 3 DON!! as active, then no more Characters this turn | Rest 1 of your cards: with a cost-5+ Character on the field, give up to 3 rested DON!! to this Leader |
The old Leader handed you three DON!! back to spend. The promo takes three DON!! you've already spent and sticks them under Mihawk, and each given DON!! is worth +1000 on your turn under the comprehensive rules. So P-163 swings for 8000 once you've got a 5-cost body out. That's a bigger attack, but it isn't ramp: no early Events, no extra Counter power, no Shanks a turn sooner. The upside is that it no longer locks you out of Characters for the turn, and

r/OnePieceTCG called it before we did. Under the promo reveal, u/V-Ropes wrote that it's "still the best 'errata' leader. Still bad tho." and u/Toilethoughts had the best line of the thread: "Finally he is manga accurate. All show, no results." This reply sums up the swing:
The OP-17 Mihawk deck that won Dallas
Nicky Goldman won the North American Season 1 Finals with this list on September 19, beating Yonas Abraham's Enel in the final. It's the cleanest version of the deck: nine Characters at four copies, eleven Events, three Coffin Boat.
| Count | Card | Why it's there |
|---|---|---|
| 4 | OP07-022Shop on TCGplayer Otama | Looks at the top 5 for a green Land of Wano card, which finds Kawamatsu or Oden |
| 4 | OP12-034Shop on TCGplayer Perona | With a Slash Leader, looks at the top 5 for a Slash card or a green Event |
| 4 | ST32-001Shop on TCGplayer Kin'emon | Rest the Leader to draw 2 and trash 1, so a 1-cost play digs too |
| 4 | OP06-033Shop on TCGplayer Vander Decken IX | Trash a Fish-Man (Kawamatsu is one) to K.O. a rested Character |

| 4 | ST32-002Shop on TCGplayer Kouzuki Oden | 5-cost, draws 1 and stops a base-cost-6-or-less Character from being rested (so it can't attack) |

The rest of the field agreed with Goldman. We pulled every Mihawk list from Limitless Play's online events between August 31 and October 11: 178 of the 1,761 lists, second only to Xebec, with nine event wins. Thirteen of the cards above showed up in nearly every one of them (at least 94%). The flex slots were Coffin Boat (about two copies on average) and Jewelry Bonney, which made just over half the lists. The 9-cost

DON!! curve going first and second
The ramp only needs one thing: a cost-5 Character on the field. Going first you have 5 DON!! on turn 3; going second you have 6, so Trafalgar Law counts too. We ran the Dallas list through a simulation (200,000 games each way, opening five, one mulligan if the hand had no 5-cost and no searcher, Otama, Perona and Kin'emon played on turns 1 and 2):
| Ramp live on your turn 3 | Going first | Going second |
|---|---|---|
| With Otama, Perona and Kin'emon digging | 98.5% | 99.9% |
| From draws alone | 90.1% | 97.3% |
That's the whole problem in one table. The Leader came online on turn 3 almost every game, and on that turn a 5-cost play plus three active DON!! paid for Faces of Trash or a Samurai draw on top. Going first, the turn looks like this:
- Turn 1 (1 DON!!): Otama or Perona to dig for a 5-cost.
- Turn 2 (3 DON!!): Coffin Boat plus Kin'emon, or two 1-costs.
- Turn 3 (5 DON!!): Kawamatsu, Oden or Yasopp, then the Leader for three more DON!! to spend on Events.
- From there: Law to re-use Oden or Yasopp, and Shanks once you reach 10, which has to land before the Leader fires since the old Mihawk turns off Characters for the turn.
Going second you're a turn ahead on DON!!, so turn 3 can be a 5-cost plus the Leader with one DON!! left over. With P-163 the same turn 3 gives you an 8000-power Leader attack and nothing to spend, which is why we don't see it replacing the old deck.

Where Mihawk players went
In the first four days after the ban, Limitless had 225 decklists from 7 online events and not a single OP14-020.
OP17-039
OP17-039Shop on TCGplayer Rocks D. Xebec led with 40 lists,
ST30-001
ST30-001Shop on TCGplayer Luffy & Ace had 35 and Black Luffy 20. If you want to keep your Green cards working, Luffy & Ace is the obvious move: it's Red/Green, it's right behind Xebec, and our Luffy & Ace deck guide has a list. Expect to face Xebec a lot; the Mihawk matchup guide covers how the Slash Leaders lined up while Mihawk was still legal.
Our take
Mihawk was banned for a reason you can measure: the deck had its engine running on turn 3 in nearly every game, and the 3 DON!! it got back turned every 5-cost into a free Event. P-163 fixes that by making the bonus power instead of mana, and that's also why it won't take his old seat. We'd keep the promo for casual nights when Bandai finally hands it out, and we wouldn't sell your Shanks, Yasopp and Law: none of them are on the list. If you're coming from the BCG Fest Dallas finals list, the 5-costs and Shanks are what carries over.
How we checked this: 31 facts checked on October 16, 2026 against Bandai's ban notice and card images, the comprehensive rules (v1.2.1), Limitless card pages, ShufflePhase's Dallas list and r/OnePieceTCG; decklist counts are our own pull of Limitless Play events (August 31 to October 15), and the turn-3 odds come from our simulation script (200,000 runs each way). Frequently Asked Questions
Is Mihawk banned in One Piece TCG? The OP14-020 Dracule Mihawk Leader is. Bandai announced it on September 24, 2026 and the ban took effect on October 12, 2026, alt arts included. It can't be in any deck at official or sanctioned events.
What does the new P-163 Mihawk Leader do? Once per turn, you may rest 1 of your cards: if you have a Character with a cost of 5 or more, give up to 3 rested DON!! cards to this Leader. It keeps 5000 power, 5 Life and Slash, but drops the +1000 against Slash Leaders and the rule that stopped you playing Characters.
When can I get the P-163 Mihawk promo? Bandai's notice says it will be handed out at future events and gives no date. As of October 16, 2026 we found no event listing it.
Is the 9-cost OP14-119 Mihawk banned too? No. Only the OP14-020 Leader is on Bandai's list, so the OP14-119 Character stays legal in other Green decks.
