OP-17 Luffy Deck Guide: Black's New Cost-12 Blocker Plan

14 min readBy Kai TanakaUpdated 8 days ago

OP-17 Luffy deck builders need to clear something up first: this is not the OP-16 Luffy. That leader is Green/Blue and sets DON!! active when every Character on the field is Impel Down type. Monkey D. Luffy OP17-079OP17-079 card artOP17-079Shop on TCGplayer's OP-17 print (OP17-079) is mono-Black, and his whole ability is one line: "All of your Characters with a cost of 12 or more gain [Blocker]." The trick is that no Character in the winning lists is printed at cost 12. The cost comes from OP-17's Giants, which carry their own "+12 cost" text, and this OP-17 Luffy deck guide is built around that detail.

TL;DR: OP-17 Luffy (OP17-079) is a mono-Black leader with 5 Life and 5000 power whose ability gives Blocker to every Character with a cost of 12 or more. Cheap Giants such as Rodo (printed cost 1) and Gerd (printed cost 2) gain +12 cost while your leader has the Elbaph type, so they count as cost 13 and 14 and become Blockers. Loki and Jaguar.D.Saul gain +12 cost unconditionally. OPMetagame lists Black Luffy in its S tier with 97 decklists and a 49.3% average win rate.

Updated October 8, 2026: Rewritten after a full check against Bandai's OP-17 card list. The earlier version said the deck needed cost reduction to reach cost 12; the real cards do the opposite and add +12 cost to cheap Giants. Tracker numbers refreshed from OPMetagame (S, 97 decklists, 49.3%), and a first-place decklist added.

OP-17 Luffy deck: how does it work? (quick answer)

Luffy turns your cost-12+ Characters into Blockers, and OP-17's Giants reach cost 12 by adding to their own printed cost. Rodo and Gerd gain +12 cost while your leader has the Elbaph type, which OP17-079 does. Loki and Jaguar.D.Saul gain +12 cost on their own. So a 1-cost Rodo played on turn 1 is a cost-13 Blocker the moment it lands.

That changes the whole read of this leader. You do not need to pay 12 DON!! for anything. You play cheap Giants, they count as big Characters, and the rest of the Elbaph package gets stronger once a cost-12+ Character is on your field.

Key Takeaways

  • Monkey D. Luffy (OP17-079) is mono-Black: 5 Life, 5000 power, Strike attribute, types Elbaph/The Four Emperors/Straw Hat Crew
  • His only ability: "All of your Characters with a cost of 12 or more gain [Blocker]," with no Once Per Turn tag
  • Rodo (OP17-094) and Gerd (OP17-081) gain +12 cost while your leader has the Elbaph type; Loki (OP17-119) and Jaguar.D.Saul (OP17-089) gain +12 cost with no condition
  • Usopp, Sanji and Zoro (OP17-080, OP17-082, OP17-095) each gain +3000 power if there is a Character with a cost of 12 or more
  • OPMetagame lists Black Luffy at S with 97 decklists, a 49.3% average win rate and 5.0% popularity
  • A sample first-place list (Lionel, FS event, September 12, 2026) runs 42 Characters, 6 Events and 2 Stages

OP-17 Luffy Overview: The Cost-12 Blocker Leader

Monkey D. Luffy (OP17-079) is the Black leader among OP-17's six: Whitebeard (Red), Shanks (Green), Rocks D. Xebec (Blue), Kaido (Purple), Big Mom (Yellow) and Luffy (Black). Full stats from Bandai's card list: 5 Life, 5000 power, Strike attribute, Block icon 5. Limitless credits the art to Bahi JD. His type line reads "Elbaph/The Four Emperors/Straw Hat Crew," and the Elbaph part matters more than it looks, because several OP-17 Giants check for an Elbaph leader. The OP-17 leaders deck potential preview covers all six leaders side by side.

The ability, printed in full: "All of your Characters with a cost of 12 or more gain [Blocker]." The reminder text explains Blocker: after your opponent declares an attack, you may rest the card to make it the new target of that attack.

Two things about the wording are worth noticing. There is no Once Per Turn tag, so this is a standing rule for as long as Luffy is your leader. And it applies to any qualifying Character, not just ones with Blocker printed on them, so a Giant with no defensive text still becomes a Blocker.

Monkey.D.Luffy OP17-079 Leader card in black, horned Elbaph helm and red fur cape, Blocker ability text for cost 12 or more Image: Bandai official card list (OP17-079). The ability has no Once Per Turn tag.

On the collector side, Bandai's OP-17 product page uses OP17-079 as its example of a "Super Leader Alt-Art," described as "a Leader card featuring an especially premium alternate-art design." The OP-17 Super Parallel cards guide covers the premium prints. It is the same card with the same ability, so it does not change how the deck plays.

Where the cost 12 comes from: Giants with +12 cost

Each player has a 10-card DON!! deck under the comprehensive rules, so a Character printed at cost 12 could never be paid for with DON!! alone. OP-17 gets around that from the other direction. Its Giants add to their own cost:

  • Rodo: OP17-094OP17-094 card artOP17-094Shop on TCGplayer a 1-cost Black Character with a 2000 counter. "If your Leader has the {Elbaph} type, this Character gains +12 cost." With Luffy, that is a cost-13 Blocker for 1 DON!!.
  • Gerd: OP17-081OP17-081 card artOP17-081Shop on TCGplayer a 2-cost Character with the same Elbaph condition. Gerd's On Play lets you trash a card from hand to add a Character with a cost of 8 or less, other than Gerd, from your trash to your hand.
  • Loki: OP17-119OP17-119 card artOP17-119Shop on TCGplayer a 6-cost Secret Rare that gains +12 cost with no condition and +3000 power during your opponent's turn. His On Play K.O.s your opponent's Characters with a total cost of 4 or less.
  • Jaguar.D.Saul: OP17-089OP17-089 card artOP17-089Shop on TCGplayer a 4-cost Character that gains +12 cost with no condition. His On Play looks at the top 3 cards and adds an Elbaph card.

Once one of these is on the field, the Straw Hat Elbaph cards switch on. Usopp OP17-080OP17-080 card artOP17-080Shop on TCGplayer, Sanji OP17-082OP17-082 card artOP17-082Shop on TCGplayer and Roronoa Zoro OP17-095OP17-095 card artOP17-095Shop on TCGplayer each read "If there is a Character with a cost of 12 or more, this Character gains +3000 power," which turns 2-cost, 2000-power bodies into 5000-power attackers. The 8-cost Monkey.D.Luffy Character OP17-093OP17-093 card artOP17-093Shop on TCGplayer gains Rush under the same condition, and his On Play draws a card and plays a Character with a cost of 2 or less from your trash, which can bring back a Rodo or Gerd.

Nami (OP17-086) is the draw engine: a 1-cost Character whose On Play lets you trash an Elbaph card from hand to draw 2. That also fills the trash for Gerd and the OP17-093 Luffy to pull from.

GODEEPER: Black's trash and K.O. tools sit behind this deck's recursion. One Piece TCG Black Deck Guide: Removal and Trash Mastery →

Step-by-Step: Piloting an OP-17 Luffy Black Deck

1. Land a cheap Giant early. Rodo costs 1 and Gerd costs 2, and both count as cost 12+ under an Elbaph leader. Getting one on the field early gives you a Blocker and switches on every "cost of 12 or more" card in your hand.

2. Follow with the Straw Hats that key off cost 12. Usopp, Sanji and Zoro gain +3000 power while a cost-12+ Character is on your field. Usopp and Sanji also dig or draw on play, so they double as setup.

3. Use Nami and Gerd to build the trash and the hand. Nami trashes an Elbaph card to draw 2; Gerd trashes a card to return a Character with a cost of 8 or less from the trash. Together they keep Giants coming back.

4. Bring in Loki as the defensive top end. Loki costs 6, counts as cost 18, gains +3000 power on your opponent's turn, and clears small Characters with his On Play K.O. effect. Under Luffy he is also a Blocker.

5. Close with the OP17-093 Luffy Character. With a cost-12+ Character out, he gains Rush, draws a card and replays a 2-cost or cheaper Character from your trash, so he can attack the turn he lands and rebuild a Giant at the same time.

Tips

Count the Elbaph condition, not the printed cost. Rodo and Gerd only gain +12 cost while your leader has the Elbaph type. Under OP17-079 they always do; the same cards in a different leader's deck are just 1- and 2-cost bodies.

Blocker redirects the attack, it does not cancel it. The reminder text says resting a Blocker makes it the new target. A small Giant that blocks can still be K.O.'d in battle, so pick blocks where losing the Giant is worth it.

Removal on your Giants turns off the Straw Hat bonuses. Usopp, Sanji and Zoro only get +3000 power while there is a cost-12+ Character on your field. Keep more than one Giant out when you can.

Zoro protects the board. Besides the power boost, Zoro reads: "If one of your Characters would be removed from the field by your opponent's effect, you may place 3 cards from your trash at the bottom of your deck in any order instead."

What OP-17 Luffy players say

A September 2026 r/OnePieceTCG thread on Black Luffy win rates going first and second drew a mix of reactions. One player wrote: "I love the aggressive deck, while still being defensive and the struggle of deciding; 'Should I attack with my Loki or should I keep it standing for protection'". Another was blunter about turn order: "This deck is just Go 2nd or lose in every matchup".

Our take

This take is based only on the card text and tracker data cited here. OP17-079 is a much simpler leader than its cost-12 line suggests: the Giants do the work, and the leader just makes them Blockers. OPMetagame's S label with 97 decklists says the deck is being played and placing, but a 49.3% average win rate also says it is not running away with the format. Play it if you like a board of cheap Blockers that also attack; do not expect it to beat the field on raw numbers.

Where OP-17 Luffy Fits the Current Format

OPMetagame's tier list names Black Luffy among its headline S-tier decks, with Green Mihawk, Red/Black Sabo, Blue Rocks, Purple/Yellow Nico Robin and Purple Enel. Its decks table shows Black Luffy at a 49.3% average win rate and 5.0% popularity across 97 decks. Bandai bans the Green OP14-020 Dracule Mihawk leader from October 12, 2026, and Green Mihawk is the most-played deck on that tier list with 318 decklists. The OP-17 meta tier list tracks how the field shifts after the ban.

Frequently Asked Questions

What does OP-17 Luffy's leader ability actually do? Monkey D. Luffy (OP17-079) reads: "All of your Characters with a cost of 12 or more gain [Blocker]." There is no Once Per Turn tag and no activation cost. In practice it turns OP-17's Giants, such as Rodo, Gerd and Loki, into Blockers, because their own text raises their cost by 12.

Is OP-17 Luffy the same card as the OP-16 Luffy leader? No. OP-16's Luffy (OP16-022 OP16-022OP16-022 card artOP16-022Shop on TCGplayer) is Green/Blue and sets up to 2 DON!! active when every Character on your field is Impel Down type. OP-17's Luffy (OP17-079) is mono-Black, 5 Life, 5000 power, and gives cost-12+ Characters Blocker. They only share a name.

How do you get a cost-12 Character in an OP-17 Luffy deck? You play Giants that raise their own cost. Rodo (cost 1) and Gerd (cost 2) gain +12 cost while your leader has the Elbaph type, which OP17-079 does. Loki (cost 6) and Jaguar.D.Saul (cost 4) gain +12 cost with no condition. None of them needs 12 DON!! to play.

Is OP-17 Luffy Black good competitively? OPMetagame lists Black Luffy in its S tier with 97 decklists, a 49.3% average win rate and 5.0% popularity. One tracked list took first at an FS event on September 12, 2026. It is a real, placing deck, but its win rate sits close to even rather than at the top of the table.

What is the OP-17 Luffy Super Leader Alt-Art? Bandai's OP-17 product page uses OP17-079 as its example of a Super Leader Alt-Art, "a Leader card featuring an especially premium alternate-art design." It is the same card and ability as the standard print, so it changes nothing about how the deck plays.

Which cards get stronger with a cost-12 Character out? Usopp (OP17-080), Sanji (OP17-082) and Roronoa Zoro (OP17-095) each gain +3000 power if there is a Character with a cost of 12 or more. The 8-cost Monkey.D.Luffy Character (OP17-093) gains Rush under the same condition, and his On Play replays a cheap Character from your trash.

What colors does OP-17 Luffy run? Mono-Black. Bandai's card list shows only Black on OP17-079, so the deck can only include Black cards. The sample first-place list mixes OP-17 Elbaph cards with older Black cards such as Crocodile (OP14-120) and Ground Death (OP14-096).
