Green Blue Luffy deck: quick answer
The OP16-022 engine is a condition, not a passive refund. Once per turn during your Main Phase, the Leader checks that the only Characters on your field are Impel Down type Characters. If the condition is true, up to two DON!! cards become active. A non-Impel Down Character can be a strong card and still be wrong for the turn because it turns off the engine.
That restriction becomes easier to manage because the set provides a complete package.

Buggy supplies both a card and a defensive choice, so do not spend the Prisoner before checking whether the opponent can attack twice.
The public package also uses Prisoner of Impel Down Characters, Miss Olive, and Events. The six-DON!! setup card is a separate timing piece: it asks for five different Impel Down names and six DON!! to set the field active. Do not confuse that card's condition with the Leader's simpler only-Characters check. Both reward a wide, named board, but they reward different turns.

The construction goal is not to play every Impel Down card. It is to reach enough distinct names that OP16-034 searches cleanly, Buggy has a Prisoner target, Crocodile has a useful bounce target, and the Leader can reset DON!! on the turn where the extra action matters. A list with four copies of one name can be legal and still fail the deck's actual engine.

Step-by-Step: Piloting the Green Blue Luffy deck
1. Count Impel Down names before the first Leader reset. The Leader only checks types, while the six-DON!! setup card asks for five different names. Count both conditions separately. A hand that can activate one may not be ready for the other.
2. Mulligan for one low-cost type card and one search line. OP16-034 is excellent when it can find another Impel Down card, but do not keep it without a playable follow-up. A Prisoner, Crocodile, Buggy, or Miss Olive line can be better when the opponent's early pressure makes a Blocker more important than top-deck selection.
3. Use OP16-034 before committing a non-type card. The top-three search is strongest while the deck is still trying to establish its identity. If you play a generic utility body first, the Leader reset can disappear. Search first, then decide whether the hand actually needs the off-type effect.
4. Turn Crocodile's bounce into value. Return a used On Play Character, a body threatened by removal, or a cost-2-or-more card that can be replayed after the new Impel Down body enters. Do not bounce a body simply to make the effect legal. The hand must gain a future line, not only an empty field.
5. Hold Buggy until the Prisoner line matters. Buggy draws and deploys from hand, but its second effect is a defensive option that can make a Prisoner a Blocker during an attack. If the opponent has multiple attackers, keep the Prisoner available until you know which attack needs to be redirected.

Against aggressive decks, prioritize Buggy, Crocodile, and a Prisoner that can become Blocker. The Leader's active DON!! reset is valuable, but surviving the first attack is the immediate problem. Preserve a type-compliant body when possible so the defensive turn also advances your next engine activation.
Against blue bounce, avoid overcommitting all of your On Play bodies at once. A bounced Character can return to hand, but the opponent may erase the board state that makes the Leader active. Spread the curve across different names, then use Crocodile to replay the body whose effect matters most.
Against black removal, do not rely on power alone. OP16-034 can search, Buggy can draw, and Crocodile can sometimes return a body, but none of those effects make a Character immune. Keep the engine compact enough to rebuild after one removal effect and avoid spending every card to protect a single low-cost attacker.
Against Yellow or Purple, the question is whether the reset turn creates enough pressure before the opponent's late game. Use the active DON!! to produce multiple attacks or a meaningful Event rather than simply increasing one Character's power. The public tracker does not provide a matchup-specific percentage, so measure the line in testing.
