OP-17 Blue Leader Revealed: Rocks D. Xebec Confirmed

What the OP-17 blue leader card does

His one ability triggers when he attacks: you may trash a card from your hand to reveal the top card of your deck, and if its type includes Rocks Pirates, you draw 2. Every attack is a small gamble that pays off more the more Rocks Pirates cards you run, which is why the decks are built almost entirely from that type.

Don't confuse him with OP17-118, a separate Rocks D. Xebec Character at Secret Rare. It costs 10, has 12000 power, draws a card when played and puts up to 2 differently named Rocks Pirates cards with a total cost of 9 or less from your hand into play. In hand it works as a +2000 Counter, but only if every Character you have lacks a Counter.

OP-17 came out in English on August 28, 2026, and its cards were legal from the August 21 pre-release. Our OP-17 set guide covers the rest of the set.

What happened after release

Xebec took over online play almost at once. In Limitless Play events from August 31 to October 11, 202 of 1,761 published decklists were Xebec, more than any other leader. Green Dracule Mihawk was second at 178. Bandai banned OP14-020 Dracule Mihawk from October 12, which removed Xebec's closest rival in those numbers.

In the two weeks from September 28 to October 12, Xebec was 109 of 587 lists, nearly twice the next leader, Black Luffy at 61. PolGoFo won the 128-player ChinoizeCup #115 on September 28 with him, 7-0.

The Secret Rare is cheap to play and expensive to collect: on October 20 the base OP17-118 sold for $18.15, the alternate art for $37.41 and the manga art version for $6,100.

Players asking how long it lasts get split answers. u/FrostByte2048 expects staying power: "I think Rocks will be a bit like P Enel where a good pilot will keep the deck running at a high level for a decent while."
