Shirahoshi EB05 Decklist: The Green Yellow Deck After EB-05
Two EB-05 cards gave the Leader who can't attack a real draw engine. The list is cheap, the Rocks matchup still isn't.
Our callBuild it if you want a cheap, consistent Neptunian deck and your store isn't full of Blue Rocks. Shirahoshi went 4-11 against Rocks in the first EB-05 events.
The Shirahoshi EB05 decklist that's worth copying is kevyzhou's: 3rd of 120 players at [EB05] ChinoizeCup #125 on October 20, six wins and one loss. EB-05 gave the Leader who can't attack two cards that every Shirahoshi player picked up, a 1-cost searcher and a 1-cost draw-2 Event. Below is the full list, what each card does, how the deck did against each Leader, and what 100,000 test hands say the new cards changed.

The Shirahoshi EB05 decklist (6-1, 3rd of 120)
This is kevyzhou's list from ChinoizeCup #125, a best-of-one online event on Limitless Play. It's the best finish any Shirahoshi player managed in the four events that allowed EB-05 cards, and it sits close to the average of all 18 lists, so it's a safe base. Prices are Limitless TCGplayer prices on October 23. EB-05 isn't out until October 30, so its cards have no price yet.

What the Leader actually does
The official text has two lines. "This Leader cannot attack." Then: "[Activate: Main] [Once Per Turn] You may rest 1 of your DON!! cards and turn 1 card from the top of your Life cards face-up: Play up to 1 {Neptunian} type Character card or [Megalo] with a cost equal to or less than the number of DON!! cards on your field from your hand."
So each turn you rest one DON!! and show one Life card, and a Neptunian enters play without you paying its cost. Going second you have 4 DON!! on turn 2, so a 4-cost Megalo or Spotted Neptunian comes down for one DON!!. Going first you get there on turn 3 with 5 DON!!. From then on it's a second Character every turn, and by 7 DON!! it's Scaled Neptunian.
The catch is the first line. With no Leader attacks, every point of pressure has to come from Characters, and you're a full attacker behind from turn 1. As u/ideal_Bat put it on r/OnePieceTCG, "you're instantly down a leader swing so you have to play the cards that let you flood board to attack and restand asap".
What EB-05 changed
My name is Shirahoshi!! reads "[Main] You may rest your Leader [Shirahoshi]: Draw 2 cards." For almost any other Leader, resting it means giving up the attack that turn. Shirahoshi never had that attack, so this is a 1-cost draw 2 with no drawback. That's why all 18 Shirahoshi lists ran exactly four.
EB05-014 Shirahoshi is a 1-cost, 0-power Character: "[On Play] Look at 5 cards from the top of your deck; reveal up to a total of 2 [Megalo] or {Neptunian} type cards and add them to your hand. Then, trash the rest." Its second line gives a 6000-or-less Neptunian Rush for the turn, which helps the problem above: a Megalo or Topknot played by the Leader can attack right away. It ran in all 18 lists too, at 3.72 copies on average.
To put a number on it, we ran kevyzhou's list through 100,000 games per side. The question: from your first 4-DON!! turn, can the Leader drop a Neptunian on that turn and on each of the next two? Then we ran the same games with the 8 EB-05 slots left blank.
| Going | With the EB-05 cards | EB-05 slots blank |
|---|---|---|
| First (turns 3, 4, 5) | 99.7% | 95.7% |
| Second (turns 2, 3, 4) | 96.7% | 90.4% |
The deck was already consistent: it runs 26 Neptunian or Megalo targets. What EB-05 does is cut the bad starts going second from about 1 game in 10 to 1 in 30, and the model ignores the other search cards, so the real numbers are a little higher. The bigger gain is cards in hand. Two extra cards for one DON!! each turn is what lets the deck pay counters and still drop a body.
Why each card is there
The Shirahoshi package.
OP12-102
OP12-102Shop on TCGplayer the 2-cost Shirahoshi protects your board: when a 6-cost-or-less Character would be removed by the opponent's effect, you may turn a Life card face-up instead, and on the opponent's turn your Neptunians get +2000.
EB03-052
EB03-052Shop on TCGplayer the 3-cost one trashes itself to put the top of your deck onto your Life and give Neptunians +1000. That second card refills the Life the Leader keeps flipping.
The 4-cost bodies.
OP11-036
OP11-036Shop on TCGplayer Spotted Neptunian digs five for a Neptunian or a Shirahoshi.
EB04-018
EB04-018Shop on TCGplayer Megalo rests itself to K.O. an opponent's rested Character with 8000 power or less.
OP11-028
OP11-028Shop on TCGplayer Lord of the Coast keeps a rested Character from standing up next turn. All three are 4 cost, so the Leader can play any of them on its first activation.

The 5 to 7 costs.
OP11-107
OP11-107Shop on TCGplayer Topknot Neptunian is a 6000 Blocker that turns a Life card face-down to set itself active at the end of your turn, so it attacks and still blocks.
EB04-016
EB04-016Shop on TCGplayer the 5-cost Bird Neptunian sets a DON!! active and, with three Neptunians out, rests an opponent's Character of cost 8 or less when it attacks.
OP11-033
OP11-033Shop on TCGplayer the 6-cost Bird is a vanilla 7000 with a 2000 counter.
EB04-011
EB04-011Shop on TCGplayer Scaled Neptunian has Rush against Characters and draws one card per Neptunian you control, then trashes the same number.
The top end.
OP17-022
OP17-022Shop on TCGplayer Shanks costs 10, has Rush, sets 2 DON!! active and rests every opposing Character. It isn't a Neptunian, so you pay for it, and 17 of the 18 lists still ran it.
OP17-114
OP17-114Shop on TCGplayer Sweet 3 Generals draws a card, adds one to Life and gives two Characters −3000.
The Events.
OP11-115
OP11-115Shop on TCGplayer You're Just Not My Type! is a +4000 Counter with a Shirahoshi Leader.
OP08-036
OP08-036Shop on TCGplayer Electrical Luna keeps every rested opposing Character of cost 7 or less from standing up next turn. Pair it with Bird's rest effect or Shanks and the opponent's board misses a whole turn.
Flex slots: what the other 17 lists did
Nine cards ran in all 18 lists: Megalo, Topknot, the 5-cost Bird and Scaled at four copies in every list, Spotted Neptunian at 3.94, both EB-05 cards and the 2- and 3-cost Shirahoshi. The choices are in the last dozen slots.
| Card | Lists (of 18) | Average copies |
|---|---|---|
| Bird Neptunian OP11-033 | 17 | 3.88 |
| Shanks OP17-022 | 17 | 2.94 |
| Electrical Luna OP08-036 | 13 | 2.46 |
| You're Just Not My Type! OP11-115 | 13 | 2.38 |
| Sweet 3 Generals OP17-114 | 13 | 2.23 |
| Hody Jones OP06-035 | 6 | 2.17 |
| Lord of the Coast OP11-028 | 5 | 1.80 |
| Borsalino EB04-058 | 4 | 2.00 |
Sweet 3 Generals is the only Big Mom card that made it. Before EB-05, Reddit argued about adding the full Big Mom package, and u/hamstertitan_5's reply got the most upvotes: "I don't think shirahoshi has ever wanted the big mom package she kind of needs her own cards with the exception of pudding". The lists agree: none of the 18 ran the OP-17 Pudding or Linlin.
Shirahoshi matchups in the first EB-05 events
Every game the 18 lists played, by opposing Leader, from the pairings on Limitless Play. The two ChinoizeCup nights had 128 and 120 players over seven Swiss rounds; all four events were best-of-one on the simulator.

Blue Rocks is the problem.
OP17-039
OP17-039Shop on TCGplayer Rocks.D.Xebec accounted for 15 of Shirahoshi's 63 games and won 11. Rocks is also the deck our OP-17 meta tier list has on top after the Mihawk ban, so you will meet it. Against everything else Shirahoshi went 28-20.
The good news is the middle of the field.
ST30-001
ST30-001Shop on TCGplayer Luffy & Ace, the other top deck, went 3-6 against it. Sabo, Rosinante and Law were 0-4 each, and Buggy 1-4. Small samples, but they point the same way: decks that need their board to stick have trouble when Megalo and Bird keep resting and K.O.'ing it.
The trend is worth watching. The two big ChinoizeCup nights went 32-22. The next two events, both smaller, went 0-9, and all five of those players dropped within two rounds. Four events say the deck is playable, and that's as far as they go.
How to pilot it
- Mulligan for action. Keep a hand with a 4-cost Neptunian or Megalo, or with either EB-05 card. The model above mulligans anything else and still almost never misses.
- Spend early DON!! on the 1-costs. EB05-014 and the draw Event both cost one. On the turn before your first activation, they find the target; on activation turns, keep one DON!! back for the Leader.
- Flip Life on purpose. Every activation shows a Life card. Topknot can turn one back face-down, and EB03-052 adds a new one on top.
- Don't play it like aggro. u/Fair-Occasion4052 on r/OnePieceTCG: "GY Shirahoshi lives and dies by knowing when to swing and when to just sit there building hand". Build the board, then use Electrical Luna or Shanks to take a turn away and swing.
Not everyone is convinced. u/pongleme, who plays the deck, wrote that "until they take away the "can't attack" she will forever be a rogue choice". The 4-11 Rocks record says that's still fair.
Watch it played
FuTabby's video on the EB-05 version, posted October 15, goes through the new draw engine in games.
Our take
We'd build it. For about $42 plus four EB-05 Super Rares and four Rares, you get a deck that almost never stumbles and so far is 16-1 against Sabo, Rosinante, Law and Buggy combined. The one thing to check before a tournament is how much Blue Rocks your store plays. If it's a third of the room, take something else. If you're looking for a store event where Rocks isn't legal at all, Shirahoshi is one of the 25 Leaders allowed in Heroines Battle Vol.2 from November 6, and the EB-05 card list shows which other Leaders the set helps.
EB-05 cards become legal for most events from November 6, per the "Tournament Legal after 7 days" note on Bandai's EB-05 product page. The same page also says they're legal from your region's pre-release date, so ask your store.
How we checked this: card text from Limitless TCG card pages and Bandai's official card list; lists, records and pairings from the Limitless Play public API for the four EB-05 card-pool events (October 19-22, 2026, 18 Shirahoshi lists); prices from Limitless card pages on October 23, 2026; the test-hand table from 100,000 simulated games per side and per version, one run with a fixed seed (scripts/sims/optcg-shirahoshi-eb05.py, seed 20261023), turn and DON!! rules from Bandai's comprehensive rules.
