One Piece Extra Regulation Guide: Legal Pool and Banlist
Every card back to OP-01 is legal again, yet in 2026 it still plays like Standard with a few old staples.
Our callPlay Extra for the Large Scale Extra Grand Battle prizes, not a new meta: one banlist covers both formats, and the same decks win both.
One Piece Extra Regulation is where your OP-01 to OP-04 cards are still legal: every card released so far can be played, except the ones on the shared banlist. Bandai started it on April 1, 2026, on the same day Standard switched to the Block Number system. Expect Standard plus a few returning Block 1 cards rather than a different meta, at least until Block 2 leaves Standard in April 2027.

TL;DR: One Piece Extra Regulation allows Block 1 through the newest cards, while Standard now stops at Block 2. It shares one banned and restricted list with Standard, so the October 12, 2026 Mihawk ban counts in Extra too. Four Block 1 cards (Great Eruption, Moby Dick, Enies Lobby and Ice Age) were unbanned on April 1 only so Extra players could use them. Extra events are called Extra Grand Battles: 32-player store events, plus Large Scale side events at Regionals in October and November 2026.
One Piece Extra Regulation: Quick Answer
One Piece Extra Regulation is the "every card" format. For events from April 2026 to March 2027, it allows cards with Block Numbers 1 to 5, while Standard allows Block 2 and up. The banned and restricted list is the same one Standard uses. You play it at Extra Grand Battle events, which you sign up for through the Bandai TCG+ app.
Key Takeaways
- Extra Regulation started on April 1, 2026, together with Standard's Block Number system.
- The legal pool is Block 1 to the newest block. Block 1 is booster sets 1 to 4, so OP-01 to OP-04 cards are the main difference from Standard.
- One banlist covers both formats. A card banned for Standard is also banned in Extra.
- ST06-015 Great Eruption, OP02-024 Moby Dick, OP03-098 Enies Lobby and OP02-117 Ice Age came off the list on April 1, 2026 for Extra play.
- Store Extra Grand Battles run as 32-player Swiss events. The Large Scale Extra Grand Battle 2026 started on October 4 in London and runs to November 29 in Elx (Elche), Spain.
Overview: Why One Piece Has Two Formats Now
Bandai's July 2025 announcement of the Block Number system says the goal is to stop deck building from getting too complex. Without rotation, the card pool "would include four years' worth of cards by 2026, and ten years' worth of cards by 2032." Standard fixes that by using only about three years of recent cards.
Extra Regulation is the other half of the plan. For One Piece Extra Regulation, Bandai's development team letter describes it as a format where you can play "using any of the cards released so far, including your favorite characters and most memorable cards." The block system decides which cards are legal in Standard. Extra simply allows every block.
Block Numbers are printed in the lower right corner of each card. Bandai's page explains that booster packs 1 to 4 are Block 1, packs 5 to 8 are Block 2, and so on. For full Standard rules, see our One Piece TCG Standard Format Guide 2026.
Which Cards Are Legal in One Piece Extra Regulation
The official example is plain: in tournaments from April 2026 to March 2027, "all cards from ① to ⑤ will be allowed" in Extra Regulation. In April 2027, Block 6 is added and nothing drops out. In Standard, Block 1 left in April 2026 and Block 2 leaves in April 2027.
| Standard | Extra Regulation | |
|---|---|---|
| Legal blocks, April 2026 to March 2027 | Block 2 to 5 | Block 1 to 5 |
| Legal blocks, April 2027 to March 2028 | Block 3 to 6 | Block 1 to 6 |
| Banlist | Shared list | Same shared list |
| Main event series | Championship 26-27 (Store Championships, Regionals) | Extra Grand Battle |
Two details make the gap smaller than it looks. First, Bandai moves some cards to a newer Block Number when they are reprinted, and those cards stay legal in Standard. Second, the Block Number page says Super Parallel Rare cards stay legal in Standard no matter which reprint you own. So some cards you might expect to be "Extra only" can still be played in Standard. Check the Block Number update list before you assume a card has rotated. Our One Piece TCG Meta Rotation Guide explains what rotation means for card prices.

The Extra Regulation Banlist: One List for Both Formats
Bandai's January 9, 2026 development team letter set the rule: "From April 1, 2026 the same banned card, banned pair, and restricted card list will be used within both Standard Regulation and Extra Regulation events." A card banned because of Standard results is banned in Extra too.
Because Extra allows Block 1, Bandai took four Block 1 cards off the list on April 1, 2026:
- ST06-015 Great Eruption: an Event that draws 1 card and gives an opposing Character −2 cost.
- OP02-024 Moby Dick: a Stage that gives your Whitebeard Pirates characters +2000 power on your turn when you have 1 or less Life.
- OP03-098 Enies Lobby: a Stage that gives an opposing Character −2 cost for CP leaders.
- OP02-117 Ice Age: an Event that gives an opposing Character −5 cost.
All four are Block 1, so the unban only matters in Extra. The same April 1 notice also unbanned OP07-045 Jinbe and EB01-059 Kingdom Come and banned OP06-047 Charlotte Pudding. Bandai's letter adds that it will "regularly review" bans on rotated cards for the Extra environment, so this part of the list may change again.

What the October 12, 2026 list means for Extra
Bandai's restriction page lists these cards from October 12, 2026:
- Banned: OP14-020 Dracule Mihawk
OP14-020
OP14-020Shop on TCGplayer (new), plus OP06-047 Charlotte Pudding, OP03-040 Nami, OP06-086 Gecko Moria, ST10-001 Trafalgar Law and OP06-116 Reject. - Banned pairs: OP07-115 I Re-Quasar Helllp!! with EB04-058 Borsalino, and OP11-040 Monkey.D.Luffy with either OP11-067 Charlotte Katakuri or OP08-069 Charlotte Linlin.
- Restricted: none.
Since the list is shared, decks built on the OP14-020 Mihawk leader can no longer be played in Extra either. The OP11-040 pairs also matter more in Extra than the numbers suggest. A June 2026 community count of 236 Extra Grand Battles in Japan had Blue/Purple Luffy at 10% of winning decks. The full banlist history and Bandai's reasons are in the guide linked below.

Extra Grand Battle: The 2026 Extra Regulation Events
Western Extra Regulation play runs through the Extra Grand Battle series. Bandai's event pages list two kinds.
Extra Grand Battle for Stores. Local store tournaments with a 32-person cap and Swiss rounds, run in North America, Europe, Oceania and Latin America. Players find a store and sign up in Bandai TCG+. The first round ran May 15 to 31, 2026, with Event Pack Vol.8 for every player and an EB02-006 Yamato serial number card for the champion. The second round ran September 25 to October 11, 2026. Bandai says it "updated the prize lineup based on community feedback" to make it more casual: Event Pack Vol.9 for all players, Ms. All Sunday sleeves for Top 4, and an OP14-033 Perona
OP14-033
OP14-033Shop on TCGplayer promo for the champion.
Large Scale Extra Grand Battle 2026. Singles Constructed events held as side events at the October to November Championship 26-27 Regionals. Matches are best-of-one, with 35 minutes per match plus 5 minutes of overtime. Bandai lists these dates:

Prizes scale with placement: six booster packs for every player, an OP13-002 Portgas.D.Ace alt art for Top 64, an OP11-040 Monkey.D.Luffy alt art for Top 16, a textured holo OP14-033 Perona for Top 8, and an EB02-006 Yamato serial number card for Top 4. The top two also get an EB03 uncut sheet and Charlotte Katakuri sleeves, and the champion adds an Extra Grand Battle Finalist Playmat.

Asia runs its own track. Bandai's Asia site announced an Extra Championship, with seasonal tournaments from May to July and from October to December and a final in January, with entry by lottery in Bandai TCG+.
Here is Bandai's own broadcast of an early Extra Grand Battle match, RG Law against U Doflamingo:
What Extra Regulation Play Has Looked Like So Far
The early results did not look very different from Standard. The June 2026 count of 236 Japanese Extra Grand Battles, compiled from posts on X, had Purple Enel at 25% of winners, Green/Blue Luffy at 17%, Blue/Yellow Nami at 12%, Blue/Purple Luffy at 10% and Black/Yellow Teach at 8%. Those are Standard decks too. This data comes from before the October 12 bans, so treat it as a starting point, not the current meta.
Players on r/OnePieceTCG said the same after the May store events. u/tidusblitzerffx put it this way: "The problem for right now with the format is that very few cards have rotated, with respect to the overall card pool." The unbanned cards did show up, though. u/Neonsnewo2 reported: "I played Blackbeard with Ice Age and Great Eruption and it felt absolutely diabolical into Nami, Penel, and Ace."
So for now, a strong Standard deck plus a few Block 1 cards is the realistic way into One Piece Extra Regulation. For the current Standard decks, check our OP-17 Meta Tier List.
Step-by-Step: Getting Your Deck Ready for an Extra Grand Battle
1. Confirm the event uses Extra Regulation. Store Extra Grand Battles and Large Scale side events are listed as Extra Regulation on Bandai's pages. Championship 26-27 events, store tournaments, release events and Store Treasure Cups use Standard unless the event says otherwise.
2. Start from a deck you already know. Pick a Standard deck you can pilot well. Early Extra results were mostly Standard decks.
3. Check the shared banlist on the event date. Use Bandai's restriction page, not an old screenshot. From October 12, 2026, that means no OP14-020 Mihawk and no OP11-040 Luffy with Katakuri OP11-067 or Linlin OP08-069.
4. Look for Block 1 cards that help your deck. Look through OP-01 to OP-04 and the early starter decks for cards your colors can use. Ice Age, Great Eruption, Moby Dick and Enies Lobby are the four Bandai unbanned for this format.
5. Register in Bandai TCG+. Store events open player sign-ups in the app ahead of time. Large Scale events link to each organizer's registration page from Bandai's event page.
6. Practice best-of-one. The Large Scale events play single games with 35-minute rounds plus 5 minutes of overtime, so build for consistency rather than long games.

Tips for Your First Extra Regulation Event
- Bring the card list, not just the deck. Block 1 reprints and Block Number updates can confuse an opponent or a judge. Bandai's Block Number update list settles questions quickly.
- Do not count on old staples coming back. Unbans are per card. OP03-040 Nami and ST10-001 Trafalgar Law are still banned in both formats.
- Expect competitive players. After the May store events, u/bolobre4th wrote that players "just wanna win a serial and to do that you need to play the best strategy possible." Prepare like it is a big tournament, not a casual night.
- Recheck before each event. Bandai usually updates the list after Championship Season 1 in Japan and after the World Championship, but says it can add cards at any time.
Our take
One Piece Extra Regulation in late 2026 is mainly Standard plus a handful of Block 1 cards. Only one block has rotated out, and the June data from Japan shows the same decks winning in both formats. The real reason to play it this year is the Large Scale Extra Grand Battle prize support, which goes down to Top 64, not a different meta.
The part to watch is the banlist. Bandai has said it will review bans on rotated cards for Extra, and the shared list means each Standard ban changes Extra decks too. We expect the format to look more different from Standard after Block 2 leaves Standard in April 2027.

Frequently Asked Questions
What is Extra Regulation in the One Piece Card Game? Extra Regulation is the official format Bandai launched on April 1, 2026 next to Standard. It allows cards from Block Number 1 up to the newest set, so every card released so far is legal except the cards on the banned and restricted list.
Which cards are legal in One Piece Extra Regulation? For tournaments from April 2026 to March 2027, Bandai's Block Number page says all cards with Block Numbers 1 to 5 are allowed. Standard in the same window only allows Block 2 and higher, so Block 1 cards are the real difference between the two formats.
Does Extra Regulation have its own banlist? No. Since April 1, 2026, Bandai uses one banned, banned-pair and restricted list for both Standard and Extra Regulation. That means the October 12, 2026 additions, including OP14-020 Dracule Mihawk, apply to Extra Regulation events too, and so do the two OP11-040 Luffy banned pairs.
Which cards were unbanned for Extra Regulation? Bandai unbanned four Block 1 cards on April 1, 2026 so they could be played in Extra Regulation: ST06-015 Great Eruption, OP02-024 Moby Dick, OP03-098 Enies Lobby and OP02-117 Ice Age. They are Block 1, so they still cannot be played in Standard.
What is an Extra Grand Battle? Extra Grand Battle is the event series that uses Extra Regulation. Store versions are 32-player Swiss events booked through Bandai TCG+, and the Large Scale Extra Grand Battle 2026 runs as best-of-one side events at October and November Regionals, with prizes down to Top 64.
