Red Green Luffy Deck Guide: OP-17 Decklist and DON!! Plan

The Luffy that does its best work on your opponent's turn. Decks that out-scale it are the problem.

The Red Green Luffy deck is a Straw Hat Crew list that spends its DON!! on your turn and still has DON!! to rest on your opponent's turn. Kirakuna won an October 3, 2026 Flagship with the 50-card list below; we read every card against Bandai's official text and counted the ones that set DON!! back to active.

TL;DR: Monkey.D.Luffy OP13-001 (Red/Green, 4 Life, 5000 power) rests your active DON!! on your opponent's attack for +2000 power each. The list keeps DON!! active with Sanji, Usopp, the Double Attack Luffy OP13-118 and Charlestone: 14 of its 50 cards set DON!! active. OPMetagame had the deck in S tier on October 9 with a 46.4% win rate across 18 OP-17 decklists, before the October 12 Mihawk ban.

Red Green Luffy Deck: Quick Answer

A Red Green Luffy deck plays a wide board of Straw Hat Crew Characters, then untaps DON!! at the end of its turn so the OP13-001 leader can rest them for defense. The finishers are two Roronoa Zoros, and 16 search cards keep the hand stocked.

Key Takeaways

  • The leader is Monkey.D.Luffy OP13-001, not the Luffy and Ace starter leader ST30-001; they are tracked as separate decks.
  • Kirakuna's October 3 Flagship-winning list has 39 Characters, 7 Events and 4 Thousand Sunny Stages.
  • Fourteen cards set DON!! active: Sanji OP13-027, OP14-022OP14-022 card artOP14-022Shop on TCGplayer Usopp, Luffy OP13-118 and the Charlestone Event.
  • OPMetagame rated the deck S tier on October 9, on 18 OP-17 decklists that win a little under half their games.
  • Community players call Rocks and Kaido its hardest matchups.

The OP13-001 Leader, Read Closely

Monkey.D.Luffy OP13-001 is a Red/Green Leader with 4 Life and 5000 power, typed Supernovas/Straw Hat Crew, from Carrying on His Will (OP-13). It defends rather than attacks. With 1 DON!! attached, on your opponent's attack, if you have 5 or fewer active DON!! cards, you may rest any number of them, and each one gives +2000 power for that battle.

The power goes to the Leader or to up to 1 of your Straw Hat Crew Characters. Resting all five possible DON!! adds 10,000 power to a single blocker or to the Leader. That is the whole design: the deck wants active DON!! on your opponent's turn, which normal One Piece decks spend on their own turn.

Do not confuse it with the other red and green Luffy. Our Luffy Ace deck guide covers the ST30-001 starter leader, which plays very differently. OPMetagame lists "Red/Green Luffy & Ace" and "Red/Green Luffy" as two separate entries.

The Flagship-Winning Red Green Luffy Decklist

This is the most recent winning list on OPMetagame's Red/Green Luffy page: 1st place at a Flagship on October 3, 2026 in Asia, piloted by Kirakuna. It has 50 cards plus the leader.

That is 50 cards: 39 Characters, 7 Events and 4 Stages. Cards without a page in our card database link to Limitless instead.

The counter split is light. By Bandai's printed values, 18 Characters have a 1000 Counter and 8 have a 2000 Counter (OP17-023 Nami and Rakuyo), while 13 have none. The 4 Charlestones and 3 Rashomons add 7 more counter Events, and the leader's own DON!! rest does the rest of the defending.

How the DON!! Restand Engine Works

The engine answers one question: how do you have active DON!! on your opponent's turn after playing your own? Fourteen cards in this list set DON!! back to active.

Sanji OP13-027, Usopp OP14-022 and Monkey.D.Luffy OP13-118 cards, the deck's DON!! restand pieces Image: Bandai official card list

Sanji OP13-027 (x4). On Play, set up to 2 of your DON!! cards as active. At the end of your turn, if your Leader is FILM or Straw Hat Crew, set up to 1 more as active.

Usopp OP14-022 (x4). At the end of your turn, if your Leader is FILM or Straw Hat Crew, set up to 2 of your DON!! cards as active. Two Usopps on board give you 4 active DON!! for the leader before your opponent even attacks.

Monkey.D.Luffy OP13-118 (x2). Double Attack, and On Play, if your Leader is multicolored, set up to 4 of your DON!! cards as active. The catch: you then cannot play Characters with a base cost of 5 or more that turn.

Charlestone OP05-038 (x4). A Counter Event that gives +4000 power, then lets you trash 1 card from hand to set up to 3 DON!! cards as active. It refuels the leader in the middle of your opponent's turn.

The search package is just as dense. Both Namis, OP01-016 and EB02-017, look at 5 cards for a Straw Hat Crew card other than Nami. Jewelry Bonney looks at 4 for an Egghead or Straw Hat Crew card, and Thousand Sunny looks at 5 for any Straw Hat Crew card. That is 16 search cards. Thousand Sunny can also rest itself to give a rested DON!! to one of your Monkey.D.Luffy cards.

The OP-17 cards fill gaps. OP17-023OP17-023 card artOP17-023Shop on TCGplayer Nami OP17-023 can rest instead of a Straw Hat Crew or East Blue Character being K.O.'d, and OP17-016OP17-016 card artOP17-016Shop on TCGplayer Rakuyo K.O.s up to 2 opposing Characters with 2000 base power or less on play. Rakuyo is Whitebeard Pirates, so the Nami and Sunny searches cannot find him.

One r/OnePieceTCG player described the payoff turn: "dropping Sanji to restand 2, and then dropping another Sanji to restand 2, and then used the Stage to attach rested to Luffy." (u/AVandalsLie on r/OnePieceTCG)

Step-by-Step: Piloting Red Green Luffy

1. Search on turns 1 and 2. Play a Nami, Bonney or Thousand Sunny first. Each digs 4 or 5 cards deep, and the Stage stays on board for its DON!! transfer later.

2. Attach 1 DON!! to the leader before you pass. The leader's ability has a DON!! x1 condition. Without one attached DON!!, the defensive rest does nothing on your opponent's turn.

3. Play Sanji before the Double Attack Luffy. Luffy OP13-118 stops you from playing Characters with base cost 5 or more after it resolves. Sanji costs 5, so play Sanji first, then Luffy.

4. End your turn with up to 5 active DON!!. Usopp and Sanji untap DON!! at end of turn. The leader only works with 5 or fewer active DON!!, so 5 is the useful ceiling.

5. Spend DON!! on defense, not counters. When your opponent attacks, rest DON!! for +2000 each on the Leader or a Straw Hat Crew blocker. Save Charlestone for when you need the 3 DON!! back.

6. Close with Zoro. Zoro EB04-007 gives your Leader +2000 power until the end of your opponent's next End Phase, and gains [Rush: Character] that turn if your opponent has a Character with 8000 power or more. Zoro OP06-118 can set itself active twice per turn by resting DON!!.

Tips for the Red Green Luffy Deck

Watch the Rocks and Kaido matchups. In an August r/OnePieceTCG thread on the deck, one player wrote: "Rocks and Kaido are practically unbeatable in this matchup." (u/JediNotePad on r/OnePieceTCG) Another player in a September thread put Rocks at about a 30% win rate for the deck, which is a player estimate, not tracked data.

Use Rashomon on your turn, too. Two-Sword Style Rashomon is a Counter for +3000 on the Leader, but its Main effect rests 2 DON!! to K.O. up to 2 opposing rested Characters with a base cost of 4 or less.

Brook buys a second attack. Brook OP15-032 rests an opposing card on play, then can trash itself to set a Character with a base cost of 8 or less active, like a Zoro that already attacked.

Check legality on the old Nami. Nami OP01-016 shows a Block 1 icon on Bandai's card list, and Bandai's Standard rule from April 2026 allows Blocks 2 to 5. Limitless still lists it as "Standard legal". Bandai's rotation notice says some cards get updated Block Numbers, so confirm with your judge before a Standard event if you play the old print.

Online lists are not always Standard. The 2nd-place list at ChinoizeCup #117 Wednesday on September 30 ran 4 Round Table OP01-027 and 3 Laboon OP15-035. Limitless lists Round Table as "Standard not legal", so do not copy that slot into a Standard build.

Red Green Luffy in the OP-17 Meta

On October 9, OPMetagame placed Red/Green Luffy among its 12 S-tier leaders, with 18 decklists in the OP-17 tier list. Its leader page tracks 177 decklists across formats, and in the current OP-17 format their average win rate sits just below even. The best tracked finish is 1st place at ChinoizeCup #111 Wednesday.

That snapshot has a short shelf life. The first S-tier leader on the same page was Green Mihawk, with 318 decklists and a 65.0% win rate. Bandai banned the Dracule Mihawk leader OP14-020 from October 12, 2026, so the field Red Green Luffy faces after that date looks different. For the full ban list, see our One Piece TCG banlist explainer.

Our take

Red Green Luffy is the most interactive Luffy on your opponent's turn. Its restand cards make the leader's +2000-per-DON!! defense real, and the deck can still fill the board on its own turn.

Its weak point is the same one the community keeps naming. The deck wins by surviving and swinging with Zoro, and decks that out-scale it, like Rocks and Kaido in the threads cited here, are where it struggles. We would treat the October 9 numbers as a pre-ban snapshot and re-check OPMetagame after the Mihawk ban settles.

Frequently Asked Questions

What is the best Red Green Luffy decklist for OP-17? The newest winning list tracked by OPMetagame took 1st at an October 3, 2026 Flagship in Asia, piloted by Kirakuna. It runs 39 Characters, 7 Events and 4 Thousand Sunny Stages, built around Sanji, Usopp and Charlestone, which all set DON!! cards back to active.

Which Luffy leader is Red Green Luffy? This guide covers Monkey.D.Luffy OP13-001, the Red/Green leader from Carrying on His Will with 4 Life and 5000 power. It is a different card from the Red/Green Luffy and Ace starter leader ST30-001, which OPMetagame tracks as a separate deck.

Is Red Green Luffy good in OP-17? OPMetagame placed Red/Green Luffy in S tier on October 9, 2026, with 18 decklists and a 46.4% average win rate in the OP-17 format. That data predates the October 12 ban of the Green Mihawk leader, the S-tier leader with the most decklists.

How does the OP13-001 Luffy leader ability work? With at least 1 DON!! attached, on your opponent's attack, if you have 5 or fewer active DON!! cards you may rest any number of them. Each rested DON!! gives the Leader or one Straw Hat Crew Character +2000 power for that battle.

Are all the cards in the Red Green Luffy list Standard legal? Every card in the October 3 list carries a Block 2 to 5 icon except Nami OP01-016, which Bandai's card list shows as Block 1. Limitless lists that Nami as Standard legal. The Round Table OP01-027 seen in some online lists is listed as Standard not legal.
