OP-18 leader deck potential: six reported Leaders so far

Six Leaders on the trackers, no OP-18 results yet. Read the text, keep the singles budget.

10 min readBy Kai Tanaka

Our callToo early to rank any OP-18 Leader: read the six reported texts for ideas, but don't buy singles for a deck before Bandai's card list and the first events.

Don't build around any OP-18 leader yet. As of October 14, secondary trackers still list six Leaders, and none of the archetypes below has an OP-18 event record behind it, so every call here is read from reported card text, kept separate from the build idea it might enable.

TL;DR: [Reported] The current tracker set lists Karoo, Franky, Luffy, Ms. All Sunday, Saint Gunko, and Spandam as six Leaders. [Prediction] Their text points toward tribal tempo, Stage value, repeat attacks, hand pressure, trash recursion, and CP9 life setup. None has a proven tier or win rate.

Data checked October 14, 2026: Cardlogs, OPDeckGuide and TCG Portal were reopened and still show the same six Leaders. The card identities and text below come from those secondary lists, plus one official sample card. Predictions use only those effects.

OP-18 leader: what is reported so far? (quick answer)

[Reported] Cardlogs lists six OP-18 Leaders with numbers and colors. OPDeckGuide shows their reported text. The official product page confirms the set themes and two character debuts, but the individual leader rows here remain secondary-source claims.

An OP-18 leader report is not the same thing as a tested archetype.

That distinction matters for deck building. The card text may look complete, but a card image or typed transcript from a tracker can still change before a final official list. I treat the effect as a reported starting point, then make a prediction about what that text rewards. There is no matchup record, list sample, or tournament conversion to turn that prediction into a tier.

Key Takeaways

  • [Reported] Six Leaders appear across the current card trackers, including Spandam at OP18-079 in Cardlogs' card-number table.
  • [Reported] Franky and Saint Gunko already have site first-look pages; the other four are covered here at preview depth.
  • [Prediction] For an OP-18 leader deck, the listed effects are tests to evaluate, not tier results. Franky and Gunko show engine conditions, while Luffy and Karoo point toward attack pressure.
  • [Prediction] Ms. All Sunday and Spandam appear to trade board or hand resources for card advantage or Life setup.
  • There is no S, A, or lower tier assignment in this article.

Overview: source tier is not gameplay tier

“Reported” describes where a card detail came from. It does not mean a card is strong or weak. Cardlogs supplies the six IDs, names, and colors in one table. OPDeckGuide gives the abilities transcribed below. None of those sources is Bandai's official card list.

This OP-18 leader comparison uses source labels to separate card transcripts from judgments about strength.

Franky and Saint Gunko already have deeper pages on this site: Franky's Stage and Counter text and Saint Gunko's reported Purple/Black text. Those pages examine the individual effects. This preview compares possible deck plans across all six and does not replace a released-card check.

[Official] Franky is the one Leader whose card we could open on Bandai's own channels. Its English account posted the sample card on August 23, and the printed text matches what the trackers carry: Stage cards in hand get a +3000 Counter, and once per turn, DON!! -1 plays a Stage costing 5 or less from hand. The sample also prints 5000 power and 4 Life.

Franky OP18-021 Green and Purple Leader sample card: 5000 power, 4 Life, Stage cards in hand gain a +3000 Counter Image: Bandai, ONE PIECE Card Game official English account on X (sample card, SAMPLE watermark as posted).

The OP-18 leader preview can compare both cards without ranking either one.

The table uses “prediction” for the build direction. It does not rank the Leaders. A card with an obvious engine can still struggle if its support is thin, the resource cost is awkward, or the rest of the card pool does not solve its condition.

Each OP-18 leader row pairs reported text with a build hypothesis and a condition to test.

OP-18 leader deck potential by reported card text

Reported LeaderReported card and textEvidence tierDeck direction, prediction only
KarooOP18-001, Red/Blue. Animal and Alabasta Characters gain +1000 power; an Alabasta Character being K.O.'d can draw a card.Reported by Cardlogs and OPDeckGuideTribal tempo. The list would want enough cards carrying both required types to make the global bonus live. The draw condition rewards trades, but it still asks the opponent or a card effect to produce a K.O.
FrankyOP18-021, Green/Purple. Stage cards in hand gain +3000 Counter; DON!! -1 can play a Stage costing five or less from hand.Official: Bandai's English sample card on X; also Cardlogs and OPDeckGuideStage-value midrange. The Counter text may let a Stage-heavy hand defend without committing every card to the board, while the play effect turns one card into board development. The open question is whether enough useful Stages justify the slots.
Monkey D. LuffyOP18-022, Green. With DON!! x3 while attacking, the Leader may become active, then skips the next Refresh Phase.Reported by Cardlogs and OPDeckGuideBurst pressure. The text offers another Leader attack now in exchange for a constrained next refresh. A build likely has to measure whether that immediate swing is worth giving up next turn's Leader attack.
Ms. All SundayOP18-041, Blue. When a Baroque Works Character with 3000 or more base power is K.O.'d, draw one and make the opponent trash one card.Reported by Cardlogs and OPDeckGuideBoard-trade attrition. The payoff combines hand gain with opponent hand pressure, but it only checks a qualifying Character being K.O.'d. Returning, resting, or otherwise removing a card without a K.O. may not meet the reported trigger.
Saint GunkoOP18-060, Purple/Black. Playing a Character from trash draws two and trashes one; another effect can trash a hand card to add active DON!! if a Character with 8000 or more base power is present.Reported by Cardlogs and OPDeckGuideTrash recursion with a ramp condition. The list needs a reliable way to stock and use the trash, plus a high-base-power body before the DON!! effect pays out. The draw effect also filters rather than simply adding two cards.
SpandamOP18-079, Black/Yellow. Rest two DON!! and the Leader, then trash a CP card to put the deck's top card on Life.Reported by Cardlogs and OPDeckGuideCP9 life setup. The activation converts a CP card and two DON!! into a Life card, while resting the Leader removes its attack for the turn. That is a real cost, so a list needs a reason to value the Life setup over immediate pressure.

Chart of the six reported OP-18 Leaders with their codes, colors and the plan each text points to Image: Shonen TCG chart, built from Cardlogs' and OPDeckGuide's Leader listings and the predictions in the table above.

These are interpretations of the text as reported on October 7. The OP-18 leaders source comparison keeps the naming reports in view.

These OP-18 leader directions are hypotheses from card text, not claims about finished decks.

What the prediction does and does not tell you

The most useful early question is how often a Leader can turn its condition into value without holding a dead hand. Franky needs playable Stages. Gunko needs trash access and a qualifying body. Karoo wants a dense group of dual-type characters. Ms. All Sunday asks the deck to trade qualifying Baroque Works characters. Spandam needs a CP card to discard and a turn where resting the Leader is acceptable.

For an OP-18 leader, that checklist is more useful than a speculative rank before the full card pool is visible.

Those requirements are not scores. They are tests for future lists. Once the full card list is available, count the eligible targets, check whether effects can meet their own conditions, and compare the DON!! investment with other turns available to that Leader. Until then, a neat-looking effect can overstate what the card pool supports.

A future OP-18 leader list can be assessed against those conditions once the complete set and event results exist.

Luffy is the clearest timing puzzle. [Reported] His text exchanges the next Refresh Phase for an active Leader after an attack. [Prediction] For this OP-18 leader, that reads like an all-in tempo switch, not a free second attack. A finished list would need a reason to spend three DON!! on that turn and a plan for the refresh it gives up. No result here says the exchange is worth it in every matchup.

Frequently Asked Questions

How many OP-18 Leaders are currently reported?

[Reported] Secondary trackers list six: Karoo, Franky, Monkey D. Luffy, Ms. All Sunday, Saint Gunko, and Spandam. Cardlogs gives numbers and colors for all six, but the product-page copy does not confirm the individual Leader cards. Treat this roster as reported until Bandai's card list is available.

Which OP-18 Leader looks most promising?

[Prediction] No OP-18 leader is ranked here because there is no tested comparison yet. Franky's Stage support, Luffy's extra attack, and Karoo's dual-type team buff suggest different plans, but the set has no post-release event results to compare.

What does the Franky Leader do?

[Official] OP18-021 is Green/Purple. Bandai's English sample card, posted August 23, gives Stage cards in hand +3000 Counter and an effect that spends one DON!! to play a Stage costing five or less. Bandai's card list isn't out yet, and nobody has tested it in an event.

Does Spandam have an OP-18 card number?

[Reported] Cardlogs lists Spandam as OP18-079, a Black/Yellow Leader. That number remains a tracker report rather than an official Bandai card-list entry.

Are any OP-18 Leader decks tournament proven?

[Prediction] No OP-18 leader deck is tournament-proven in the data used here. The set has not reached its English release date, and the deck directions are deductions from reported text, not tier placements, win-rate claims, matchup records, or finished decklists.
