Heroines Battle Tier List: All 25 Legal Leaders Ranked
Rocks and Luffy & Ace beat Robin 6-3 and 6-0 after the Mihawk ban, and neither can enter. That leaves the old Robin deck as the one to beat. Here's how the 25 Leaders stack up.
Our callPlay Purple/Yellow Nico Robin (OP09-062) unless you have a reason not to: it went 35-22 against other Heroines Leaders. Pudding is the best counter-pick, and the new EB-05 Robin is the one to try.
Our Heroines Battle tier list starts with an old deck: Purple/Yellow Nico Robin. Bandai's Heroines Battle Vol.2 runs in stores from November 6 to December 6, 2026, and only 25 Leaders are allowed. Blue Rocks and Luffy & Ace, the two decks Robin lost to most after the Mihawk ban (3-6 and 0-6 in the ten days after October 12), aren't among them. No event with this Vol.2 Leader list has been played yet, so we ranked the 25 from what they did in open online events, with extra weight on the games where two of them met.

TL;DR:
OP09-062
OP09-062Shop on TCGplayer Nico Robin (Purple/Yellow) is our S tier: it went 35-22 against other Heroines Leaders across two months of online events.
OP08-058
OP08-058Shop on TCGplayer Charlotte Pudding is the best answer to it (7-3 head to head before the ban).
EB05-010
EB05-010Shop on TCGplayer the new EB-05 Robin,
OP17-099
OP17-099Shop on TCGplayer Charlotte Linlin and Pudding make A tier. Hancock and Shirahoshi are B, and 14 of the 25 have too few results to rank above D.

What Heroines Battle Vol.2 is
Bandai's event page calls it a shop event "to celebrate the release of EB-05", "limited to Heroines Leader cards only!" The key details:
- Dates: November 6 to December 6, 2026, at participating stores.
- Format: the page lists Standard Regulation and Constructed, and also links separate rules for Sealed, so check which one your store runs.
- Leaders: 25, listed below. Alt-art versions are allowed.
- Sign-up: players can apply on Bandai TCG+ from October 23, 2026 (a Bandai Namco ID is required). The page also tells you to confirm with the store, since stores handle registration their own way.
- Prizes: EB03-006 Nami for participation and a winner version of the same Nami for first place. "*Prizes may be subject to change."

Two dates matter for deckbuilding. EB-05 releases on October 30 and its product page says "Tournament Legal after 7 days", which lands on November 6, the first day of the event. The same page also says the cards are legal from the pre-release date in your region. OP-18 releases on November 20 with the same 7-day note, so OP-18 cards should become legal around November 27, during the last week of the event.
How we ranked the 25 Leaders
We pulled every One Piece event on Limitless Play in two windows and counted results for the 25 Leaders. Before the ban we used August 28 to October 11, 2026: 38 events with 16 or more players (1,995 players). After the ban we used October 12 to 22 and kept every event: 21 events, 714 players, four of which allowed EB-05 cards early.
The open field isn't a Heroines field, so the most useful numbers are the games where both players used one of the 25. There aren't many: 57 for Robin, fewer for everyone else. Read the lower tiers as rough.
S means the best record against other Heroines Leaders over a real sample. A means an even or winning record against them plus recent top-8 finishes. B means a playable deck with a matchup problem inside this field. C means a winning player here and there but no pattern. D means two players or fewer in either window.

| D | The other 14 | 2 or fewer | 2 or fewer | 5 games or fewer each |
The D tier is Belo Betty, both Uta Leaders, Perona, the OP06 Yamato, Vinsmoke Reiju, the OP07 and EB04 Bonneys, the OP07 Hancock, Carrot, Lim, Rebecca, Nefeltari Vivi and the promo Nami P-117. None of them had more than two players in either window, so we can't rank them. That doesn't make them bad. The first Heroines Battle (February 27 to March 22, 2026) had its own surprises: on r/OnePieceTCG u/Broccoli_is_Good_4_U recalled that "Last heroine's battle decks like shirahoshi and bonney were scoring wins against nami."
S tier: Purple/Yellow Nico Robin
Before the ban, Robin was the most-played Heroines Leader by a distance: 163 of the 334 players on one of the 25, with 27 top-8 finishes. Against the rest of the 25 it went 33-17, including 11-1 against Hancock and 11-3 against the OP16 Yamato.
After the ban it fell apart, 13-31 overall. That looks bad until you see who beat it: Robin went 3-6 against
OP17-039
OP17-039Shop on TCGplayer Blue Rocks and 0-6 against
ST30-001
ST30-001Shop on TCGplayer Luffy & Ace in those ten days. Neither Leader can enter Heroines Battle. Inside the 25, its post-ban record was 2-5, with two of those losses to the new EB-05 Robin. That's a small sample, and it's the one thing that could knock it off the top.
Our OP-17 Nico Robin deck guide has the list and the matchup notes.
A tier: Pudding, the new Robin, Linlin
Charlotte Pudding is the counter-pick. Before the ban it was the only Heroines Leader with a winning record against Robin over more than one game: 7-3. After the ban it was the most-played of the 25 (23 players), with two top-8 finishes: 3rd of 128 at ChinoizeCup #124 and 1st at an 8-player Versus Cup. The Purple/Yellow Pudding deck guide covers the build.
Nico Robin EB05-010 is the new Green/Yellow Leader. When one of your Wisdom Characters without Blocker is K.O.'d, she adds the top card of your deck to your Life, and once a turn she sets a 6000-or-less Wisdom Character active. In online events from October 12 to 22, 13 players took her to 26-28 with two top-8s: 2nd of 24 at Rumble league #14 and 5th at a 6-player Versus Cup. All 13 lists ran four OP-17 Charlotte Pudding Characters. She's 3-1 against other Heroines Leaders so far, 2-0 against the old Robin.
Charlotte Linlin (Yellow Big Mom) had the best top-8 rate of any Heroines Leader with more than two players before the ban: 5 top-8s from 24 players, and 7-6 against the 25. Her post-ban 5-11 is a worry, and with six players we can't tell how much of it came against Rocks.
Both Robins and Pudding run the OP-17 Big Mom cards, and Linlin is Big Mom herself, which is what one Redditor expects the event to look like. u/Mindless_Broccoli250's top reply on the announcement thread: "This is literally just going to be Big Mom Slop Battle at my locals." The data agrees with the first half of that.
B tier: Hancock and Shirahoshi
Boa Hancock (OP14-041) has the biggest single result after the ban: volkiso won ChinoizeCup #124 with it, 7-0 in a field of 128. Its problem is Robin. Before the ban Hancock went 1-11 against it, and 8-16 against the 25 overall. If your store is full of Robin, leave Hancock at home. If it's mostly Pudding, Hancock was 4-2 against Pudding. The Blue/Yellow Hancock deck guide has the list.
Shirahoshi barely existed before EB-05 (3 players). With the two new EB-05 cards, 18 players went 32-31 and kevyzhou took 3rd of 120. Its most common loss was to Blue Rocks (4-11, 11 of its 31 losses), which won't be there. It has played only five games against the 25 (1-4), so it's the B-tier deck with the most room to move. Our Shirahoshi EB05 decklist breaks the list down.
C tier and the rest
The OP16 Yamato had 22 players before the ban but went 5-17 against other Heroines Leaders, 3-11 of that against Robin. Nami, the OP13 Bonney, Sugar and Koala each had a few players and no clear pattern. A store that picks Sealed resets all of this, since you build from the packs you open.
One complaint on the announcement thread is worth noting for the future. u/C9GolemBlue: "I kinda wish they allowed block 1 leaders into this, the selection will just keep getting smaller each time they do this". The list has no Block 1 Leaders, and the oldest card on it is OP05-002.

Our take
Pick this if you want to win: Purple/Yellow Robin. It has the best record against this exact field, and the two decks that beat it after the ban aren't allowed. Pick Pudding if you expect a room full of Robin. Pick the EB-05 Robin if you're opening EB-05 anyway and want to learn the new Leader in a low-stakes event. Shirahoshi is the fun pick with real upside. Everything below B is a pet deck, which is fine at a store event with a promo for showing up.
We'll update this page once the first Heroines Battle results are posted. The EB-05 card list shows which new cards these Leaders picked up.
How we checked this: event details, Leader list and prizes from Bandai's Heroines Battle Vol.2 page, checked October 23, 2026; release and legality notes from Bandai's EB-05 and OP-18 product pages; Leader colors, Life and text from Limitless TCG card pages; every count from the Limitless Play public API, collected by our script in one run on October 23, 2026 (scripts/sims/optcg-heroines-battle-leaders.py): 59 events and 2,709 players across the two windows.
